Meeting Minutes

March 22, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, March 22, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw,
John Gangway, Dan Barlow, Rita Mahler, Reggie Langford, Jim Stouffer and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the March 8 meeting of the Board of Township Trustees. William Rofkar made a motion to approve the March 8 meeting minutes as amended.
Gary Mortus seconded the motion. All voted aye. Motion carried.

Amendment to the March 8 Meeting Minutes:
Matt Montowski asked the Trustees if the township had a vision for itself, more specifically if the thought was to someday abandon the properties where the old fire station and the Community Hall are and move the facilities near the current Township Administration Building on Cemetery Road. Gary Mortus and William Rofkar agreed there are no plans to abandon the properties at this time. Gary Mortus said if the Trustees decided they wanted to do something new or different with the Community Hall it would have to go to the voters. Gary Mortus said they have never discussed moving the Community Hall or the old fire station.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $45,679.03. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

An invitation to the Groundbreaking Ceremony Friday, April 1, at 9:00 a.m. for the Bataan Memorial Elementary Addition and Renovation from Port Clinton City School District.

An email from Sheriff Robert Bratton regarding the Round Table Review to take place March 24 at the Visitor’s Bureau for the purpose of establishing communication within Ottawa County.

A letter from Amy Drummer, Assistant Director of the Joint Solid Waste Management District, regarding their effort to improve and expand litter pickup on township and county roadways throughout the District in 2011. In the letter Amy Drummer requests a response from our maintenance staff to list the top three roads within our jurisdiction that we would like the Joint Solid Waste Management District to prioritize.

An email from Derek Sprouse of Sprouse Insurance requesting an opportunity to provide the township with a proposal for property and casualty insurance.

A letter from Kendra German, LNHA Administrator from the Ottawa County Riverview Healthcare Campus, thanking the voters of Ottawa County for the passage of their .5 mil levy in November of 2009 and listing the projects that were completed in 2010 using the levy funds. Also enclosed was their annual report with other highlights of 2010.

A letter from Bruce Stevenson, Superintendent of the Department of Commerce Division of Liquor Control, in regard to Permit Renewal Objections. The purpose of the letter was to notify the township that all permits to sell alcoholic beverages in the township will expire on June 1, 2011. In order to maintain permit privileges, every permit holder must file a renewal application. The letter gives notice the Ohio Revised Code Section 4303.271 (B) provides the legislative authority with the right to object to the renewal of a permit and to request a hearing.

Fire and Safety

Fire Chief John Gangway said he will get an estimate for installing a backflow preventer and reducing the meter size from one and a half inch to one inch at the fire station. John Gangway said he would also obtain the necessary permit from the county.

Maintenance

Maintenance Supervisor Dan Barlow said the State Highway Patrol will be here March 23 to perform a Safety Inspection of all maintenance and fire department vehicles.

Fiscal

Fiscal Officer Karen Shaw said the township received the first half Real Estate Property Tax
distribution from the Ottawa County Auditor. Net receipts came in as budgeted.

Zoning

Matt Montowski said Zoning Inspector Walter Wehenkel is currently investigating a complaint of a mobile home without a permit on Dane Avenue.

Matt Montowski said Walter Wehenkel has conducted 17 inspections on previously issued Zoning Certificates and will try to complete the remaining 32 inspections in April. He also said Walter Wehenkel has issued six Zoning Certificates to date in March.


Other Business

Karen Shaw said township employee Jim Stewart has requested rent free use of the Community Hall for Sunday, June 5, for a family function. The Trustees agreed to allow
Jim Stewart use of the Community Hall.

Gary Mortus, Matt Montowski, and William Rofkar said they will attend the Groundbreaking Ceremony Friday, April 1, at 9:00 a.m. for the Bataan Memorial Elementary Addition and Renovation.

Gary Mortus said he is satisfied with the township’s current property and casualty insurance carrier and does not wish to change carriers at this time. Matt Montowski and William Rofkar agreed. Gary Mortus asked Karen Shaw to notify Sprouse Insurance of their decision.

Gary Mortus made a motion to renew the township’s coverage through Hylant Group for liability and casualty commercial insurance for the term June 15, 2011 through June 1, 2012. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus asked John Gangway if the Catawba Island Township Police would be sending representation to Sandusky for the services of fallen officer Andrew Dunn. John Gangway said representation will be at all three functions. He said a few officers will attend the Fraternal Order of Police service Wednesday evening, some will attend the visitation on Thursday, and some will attend the funeral on Friday. John Gangway said the police department also sent flowers and is collecting donations for the family.

William Rofkar asked if the police would be taking township cruisers. John Gangway said they would take cruisers to both the F.O.P. service on Wednesday evening and the funeral service on Friday. The Trustees expressed appreciation for the township’s representation.

Matt Montowski said he took the liberty to talk with Mark Morris from the Center of Public Management and Regional Affairs at Miami University to get an estimate to possibly help redo the township’s personnel manual. Matt Montowski said he faxed Mark Morris a copy of the current personnel manual and is waiting to hear back from him.

Gary Mortus made a motion to adjourn the meeting at 8:30 p.m. William Rofkar seconded the motion. All voted aye. Meeting adjourned.
