Catawba Island Township Board of Township Trustees

Meeting Minutes

October 11, 2011


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, October 11, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw,
John Gangway, Joe Bires, Randy Reidmeier, Robert Christiansen, Brittany Christiansen,
Jack DeVore, Judith Callihan and Jeff Woitha.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the September 27 meeting of the Board of Township Trustees. Gary Mortus made a motion to approve the September 27 meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $63,349.94. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Sandy Burt of the Hylant Group regarding our Ohio Plan Package Policy for the term June 15, 2011 through June 15, 2012. Also enclosed was the policy book for Catawba Island Township.

A letter from Columbia Gas of Ohio regarding natural gas pipelines and public safety. Also enclosed was an overview of how they plan for and manage the emergency process.

A letter from Ohio Secretary of State Jon Husted regarding three Statewide Ballot Issues.

A letter from resident Bob Snyder regarding the new Portage Resale Center located at 3260 E. State Road across from the airport.

Fiscal

Fiscal Officer Karen Shaw presented the September financial reports and bank reconciliation.
William Rofkar made a motion to accept and approve the September financial reports and bank reconciliation as received. Gary Mortus seconded the motion. All voted aye. Motion carried.

Fire and Safety

Fire Chief John Gangway said squad 227 is at the Ford garage where they are trouble shooting a steering problem.

Police

Lieutenant John Gangway said the new police cruiser is in service.

Other Business

Gary Mortus said the township has been working with the city of Fremont to purchase a product similar to the beet juice we currently use on the roads in winter. He said Fremont purchases their product in bulk and is willing to sell us a portion. Gary Mortus said the product is supposed to be better than what we have used in the past and it costs about two thirds less per gallon. He said we will purchase and try one 270 gallon tote.

Gary Mortus said he spoke with Allied Waste regarding the new recycling program. He said Allied Waste informed him they anticipate rolling out the new program November 1. Gary Mortus said anyone who would like to sign up for curbside recycling can visit our website at www.catawbaislandtownship.com for more information. He said additional lines have been added to the home page of our website for the announcement of other township happenings which include Prescription Medication Drop Off and Trick or Treat.

Gary Mortus said the painting of the pavilion at Heigel Park should be completed by the end of the week.

Gary Mortus also said the maintenance department is considering outfitting another truck with a beet juice sprayer. He said it would keep the drivers from having to double back.

William Rofkar said he would not mind seeing all four vehicles outfitted with the sprayers. He said the program has been effective.

Gary Mortus made a motion to spend up to $6,000 to retrofit two additional trucks for beet juice. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar said Ohio Telecom has done some preliminary work and the switch over to the new phone lines will be within the next couple of weeks. He said he expects the total savings to be around $300 per month.

Matt Montowski said he spoke with Ruth Dyke, former Human Resources Director for Ottawa County, regarding updating the township’s personnel and policies manual. She quoted an estimate of 40 to 50 hours at $60 an hour. William Rofkar said he would like a more formal scope of what she would be doing exactly.

Matt Montowski said it is his understanding she would review our manual and make suggestions. He said he will get a more formal estimate to review at a future meeting.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Meeting adjourned at 7:51 p.m.
