CATAWBA ISLAND TOWNSHIP BOARD OF TOWNSHIP TRUSTEES
March 10, 2009 Minutes 7:30 p.m.

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by chairman William Rofkar at 7:30 p.m. in the conference room. In attendance: William Rofkar, Robert Schroeder, Gary Mortus, excused, Pat Cerny, James Stouffer, Jack DeVore, Matt Montowski and Reggie Langford. Robert Schroeder made a motion to approve the minutes of the last meeting seconded by William Rofkar. All voted aye. Robert Schroeder made a motion to approve and pay the bills in the amount of $11,385.96 seconded by William Rofkar.

Correspondence included invitation from Mary Kaptur in regard to a session on the stimulus bill, March 16, 2009. Todd Bickley, 2009 Community Development Block Grant Program hearing held on March 24, 2009; Time Warner Cable Notice of Commencement of Service by video service provider. Copy of letter to the Cliffs Association attorney John Coppler, Esq. from HAS Claims Service, the claims administrator for the Ohio Plan Risk Management of which Catawba Island Township is a member stating a claim was submitted to the Catawba Island Township. The Ohio Revised Code Sec. 2744.05 states that if a person has a claim against a political subdivision and that person has insurance that will cover their loss, their insurance carrier is responsible for the loss and the political subdivision, if liable, is responsible for amounts not covered by the insurance carrier. Copy of letter to DeBacco & Cain, attn: Thomas DeBacco; HAS Claims Service stating they have received retainer letter and have been informed that DeBacco’s client entered a plea of Guilty in a legal matter and requests the claims service be contacted to have DeBacco’s client make arrangements for restitution. Ottawa County Health Department notice of The Annual Meeting of the District Advisory Council, March 12, 2009. OPERS stating in the current economic climate OPERS remains in sound condition. New tree trimmer in the area, Mullen’s Tree & Landscaping introduced himself and presented proof of insurance. Pat Cerny stated a check in the amount of $850.00 was received from the Department of Commerce from a training grant. Transcore, siren maintenance renewel agreement and a Flag Service catalog.

William Rofkar stated there will be a meeting with Stephanie Miller from the ODNR regarding the gypsy moths on March 16th, 10:30 a.m. in the conference room. She will also calculate a count of egg masses.

James Stouffer stated he is working on an event for Memorial Day Weekend (Sunday) reception memorial Blessing of the Fleet with a fly-over. It is still in the planning stages and the township will be kept informed.

Robert Schroeder made a motion to enter into the Transcore Federal Siren Renewal Maintenance program in the amount of $1,358.00. All voted aye.

Pat Cerny asked the Trustees when they would like to hear the request from Lost Lake Development for their Planned Unit Development. The public hearing will be set for the regular business meeting on March 24, 2009 at 7:00 p.m.

William Rofkar made a motion to purchase sixty-six feet of chain link fence to install behind the recycling containers in the amount of $440.00 and our maintenance staff will do the installation, seconded by Robert Schroeder. William Rofkar made a motion to purchase a pressure washer, 5.5 horsepower commercial grade demo unit, from Erie Pro Services in the amount of $600.00 seconded by Robert Schroeder. Both motions carried unanimously.

William Rofkar stated that Matt Montowski did a great job handling the Zoning Commission meeting.

Reggie Langford stated Scott Dotty will be leaving the management of the Catawba Island State Park and will become the regional manager of the Maumee Bay State Park. Reggie also stated there will be a limited staff in Catawba and possibly no management staff.

Robert Schroeder stated when the township is on the road review, the end of Moore’s Dock Road going into the park should be looked at because the snow plows are having a difficult time with this area by the loop. The township also has started a list of roads
to be looked at.

Robert Schroeder made a motion to adjourn seconded by William Rofkar. All voted aye. (7:55p.m.)
