Catawba Island Township Board of Township Trustees

Meeting Minutes

March 27, 2012

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, March 27, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, Gary Mortus, William Rofkar, Karen Shaw,
Dan Barlow, John Gangway, Bob Rogers, Jodi Regal, Jim Stouffer, Steve May, Ken Williams, Reggie Langford, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the March 13 regular meeting of the Board of Township Trustees. Gary Mortus made a motion to approve the March 13 meeting minutes as presented.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $31,905.50. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Ohio Public Entity Consortium regarding the Vision Service Plan Renewal.

A resolution from the American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

A letter from Riverview Healthcare Campus regarding the passage of their .05 mil levy in November of 2009 and the projects completed in 2011 using 2011 levy funds. Also enclosed was their 2011 Annual Report.

A letter from Zoning Inspector Walter Wehenkel regarding proposed text amendments.

A letter from Walter Wehenkel regarding the proliferation of banners throughout the township.

Notification from the Ottawa County Task Force on Aging announcing the Second Annual Summit on Aging at the Ottawa County Fairgrounds Wednesday, May 2, 2012 from 8:30 a.m. to 1:00 p.m.

A letter from Workplace Resources introducing their company and the services they offer.

A letter from Country Welding introducing their company and the services they offer.


Fire and Safety

Fire Chief John Gangway said the brakes on ambulance 27 were repaired last week and came in slightly under the estimate. He said it was discovered the ambulance needs four new rear tires. John Gangway said he will have an estimate for those at a future meeting.

John Gangway said they have 12 SCBA cylinders that need to be hydrostatically tested by ABCO. He said two tanks need to be replaced in May. The tanks have a 15 year life span and in 2018 they will have 45 tanks that will need replaced for about $700 each. He said they could stagger the purchase over a few years prior to 2018.

Maintenance

Maintenance Supervisor Dan Barlow said the maintenance crew will begin loading mulch Saturday, March 31 and will continue to do so as long as there is a demand.

Dan Barlow said they are in the process of running the new water line and conduit for possible electrical upgrades behind the maintenance building.

Dan Barlow said they have received the two lawn mowers from the trade in at Bill’s Implement.

Dan Barlow said they would like to look at upgrading the trucks with stainless steal boxes instead of buying new tucks. He said the chassis are in fine shape but the bodies and fuel tanks take a beating due to the salt. He said he will get more information and cost estimates as one truck is due to be replaced soon and upgrading would save on the cost.

Other Business

Ottawa County Auditor Jodi Regal gave an overview of township and county taxes and explained the difference between inside and outside millage. She answered questions from those in attendance.

Jim Stouffer, Steve May, and Ken Williams were in attendance representing Catawba Island Club. Steve May gave a presentation regarding their request for a Minor Deviation of the 2003 Catawba Island Club Golf Course PUD. He explained the approved PUD provided for two
4-unit buildings and three single family homes for a total of eleven units in the area subject to the PUD. Steve May said they would like to spread out the multi-family dwellings and create single-family homes while keeping the total number of units at eleven.

Matt Montowski made a motion to approve the Minor Deviation of the 2003 Catawba Island Club Golf Course PUD as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

The Trustees agreed to hold off discussing text amendments at this time as they would like to see the use of banners throughout the township addressed in the text amendments.


Gary Mortus made a motion to approve a $200 donation to the American Legion Post #113 of Port Clinton for Memorial Day services within the township. Matt Montowski seconded the motion. All voted aye. Motion carried.

All voted aye. Meeting adjourned at 8:55 p.m.
