Catawba Island Township Board of Township Trustees

Meeting Minutes

October 9, 2012


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, October 9, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Bob Rogers, Jim Stouffer, Steve May, Paul Shaw, Randy Riedmaier, and
Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the September 25 regular meeting of the Board of Township Trustees. Gary Mortus made a motion to approve the September 25 meeting minutes as amended. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $71,198.53. Gary Mortus seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from Cold Spring Granite and drawings of the 360 Niche Shelter columbarium for review.

A letter from Firelands Corporate Health regarding our annual random drug testing program.

A letter from the WSOS Community Action Commission regarding the final round of a grant from the Ohio Department of Natural Resources Division of Forestry for the removal of Ash Trees. The program is designed to assist private property owners in Ottawa and surrounding counties with applications accepted through November 30, 2012 or until funds are exhausted.

A letter from the Ohio Department of Natural Resources which included information on an Urban Forestry Seminar November 8 and a Citizen Volunteer Pest Survey for the Asian Longhorned Beetle.

A letter from Time Warner Cable regarding an internal restructuring by Time Warner Cable Inc. involving Ohio State Issued Video Service Authorization pursuant to which Time Warner Cable provides service in our community.

Fiscal

Fiscal Officer Karen Shaw presented the September financial reports and bank reconciliation and there were no questions or concerns.

Karen Shaw said the township received the title for the new police Explorer and it has been added to the property insurance.

Karen Shaw said the township received preliminary drawings for the cemetery columbarium and the Trustees will meet with Dan Barlow, Walter Wehenkel, and Greg McCormick of Cold Spring Granite on Friday, October 12 at noon to review the drawings and discuss the project.

Karen Shaw said the township received a donation for the cemetery in memory of Bill Fritz from Andy and Marlene Benko.

Karen Shaw said the township received the estimate for Local Government monies for the fiscal year 2013 from the Ottawa County Budget Commission.

Karen Shaw said the township received the Tax Budget for Inside millage and Outside millage for the Fiscal Year 2013 approved by the Ottawa County Budget Commission.

William Rofkar made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2013. Matt Montowski seconded the motion. Roll Call Vote: Matt Montowski, aye; Gary Mortus, aye; and William Rofkar, aye.


Police

Police Chief Bob Rogers said they took delivery of the new Ford Explorer and it is on the road. He said the quote to install the camera came in at $560. Bob Rogers said the camera installation cost makes the total cost for the Explorer and video equipment slightly over the figure originally approved by the Trustees.

William Rofkar made a motion to approve an additional $250 to include the cost of installing the video equipment in the new Explorer. Matt Montowski seconded the motion. All voted aye. Motion carried.

Bob Rogers said new graphics were required for the Explorer due to the new body style. He presented the design from Davenport Signs. Bob Rogers said he would also like to have the new design installed on the three police sedans. Bob Rogers said Davenport Signs agreed to install graphics on the new vehicle for $350 or install the design on all four vehicles for $1,000.

The Trustees agreed to have the new design installed on the new Explorer and three sedans.

Bob Rogers said he would also like to purchase two new portable breath testers for the department for approximately $450 each.

The Trustees agreed the police department could order two new portable breath testers.


Maintenance

Maintenance Supervisor Dan Barlow said grinding and material removal by Barnes Nursery at the compost area is almost complete. He said while Barnes has their equipment on site they are moving some material to the east and the property will be graded for better water run off.

Dan Barlow presented a quote from Severe Tire Service of $360 each for two retread tires for the leaf vacuum.

Gary Mortus said he would be in favor of new tires instead of retread tires. The Trustees agreed to the purchase of two new tires for the township leaf vacuum.

Dan Barlow said they have inspected the playground equipment at Heigel Park and said some parts need replaced. He said he is in the process of getting prices for replacement parts from the original supplier of the playground equipment.

Dan Barlow presented a quote from Mullens Tree Service for $1,600 to remove a couple small ash trees and clear branches from over the road near Rock Ledge as well as remove an ash tree along Sand Road near the entrance to Lake in the Woods. He said Mullens will supply the flaggers along Rock Ledge.

The Trustees agreed removal of trees and branches along the township road should be completed.

Dan Barlow said Ken Gill Construction has completed the trench work at C Street and Poplar however the asphalt repair work originally quoted and approved for $3,800 is going to cost more than anticipated due to the trench opening being extended from two to four foot. He said Ken Gill Construction originally quoted to repair a two foot trench opening with two inches of asphalt.

Dan Barlow presented a quote from The Kreimes Company to make the four foot opening repairs with four inches of asphalt for the same price originally quoted by Ken Gill of $3,800. He said Ken Gill also had to cut a ten foot section out of Poplar Street due to running into a gas line. Dan Barlow said The Kreimes Company quoted $1,200 to repair the section of C Street and Poplar for a total of $5,000.

Gary Mortus made a motion to enter into a contract with The Kreimes Company for the proposed asphalt repairs on C Street and Poplar for the amount of $5,000 based on our trenching contractor, Ken Gill Construction, releasing the township from the asphalt work as stated in their contract. Matt Montowski seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said the township will hold a training session on Wednesday, November 28, from 5:30 p.m. to 7:30 p.m. for both of the township zoning boards. He said Regional Planning, the Prosecutors Office and Zoning Inspector Walter Wehenkel will conduct the training session.

Matt Montowski said a total of sixteen permits were issued and one variance for the month of September and one zoning book purchased with a total of $1,188.84 collected in fees.


New Business

Karen Shaw read a letter from Zoning Inspector Walter Wehenkel regarding a minor deviation of the 2003 Catawba Island Club Golf Course PUD property in The Sanctuary at Catawba Island Club. The deviation involves the actual location/placement of two building envelopes for residential structures within the PUD. Walter Wehenkel stated in the letter he has no issues with the shifting of the building envelopes as proposed as it is clearly within the criteria for a minor deviation.

Steve May explained the proposed shifting of the building envelopes for home sites #8 and #9 approximately twenty feet to the southeast. In addition the cart path will be shifted approximately fifteen feet east and “low growth vegetation” will be planted between the cart path and Sanctuary Drive from Rock Island lots 30 through 32 to maintain separation.

Matt Montowski made a motion to accept the Minor Deviation for the CIC Golf Course PUD property at The Sanctuary as submitted. Gary Mortus seconded the motion. All voted aye. Motion carried.

Jim Stouffer complimented the Trustees on the new location of the recycling bins at the West Harbor Boat Launch entrance.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:10 p.m.
