Catawba Island Township Board of Township Trustees

Meeting Minutes

January 8, 2013


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, January 8, at 7:40 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the December 27 regular meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the December 27 meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $38,848.58. Matt Montowski seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from Bob Christiansen requesting use of the Community Hall for a family gathering on March 3, 2013.

The Trustees agreed Bob Christiansen could use the Community Hall and waived the fee.

An invitation from Port Clinton City School District to the Bataan Memorial Intermediate Opening Celebration and Community Tours Saturday, January 12, 2013 from 10 a.m. to noon.

Annual Notification from Ottawa County Recorder Virginia Park regarding the requirement to file any newly enacted zoning resolutions or amendments. The fees for filing are $50 for a resolution and $20 for an amendment.

A letter from Jamie Anderson regarding emergency crews she encountered at the scene of a motor vehicle accident December 17, 2012 in the driveway of Walmart on East Harbor Road.

Karen Shaw said she shared the letter with Fire Chief John Gangway and upon further review it was determined Catawba Island Volunteer Fire Department personnel were not on the scene of the accident which was located in Portage Township. She said John Gangway agreed to respond to Jamie Anderson concerning the letter.

Notice of the Ottawa County Township Association quarterly meeting to take place at Carroll Township in Oak Harbor on January 24 at 6:00 p.m.


Fiscal

Fiscal Officer Karen Shaw presented the December financial reports and bank reconciliation and there were no questions or concerns.

Karen Shaw stated the Annual Report has been submitted for the year ending December 31, 2012 and is on file at the township. Notification was sent to the News Herald.

Karen Shaw presented the Annual Appropriation Resolution for the Fiscal Year 2013.

Gary Mortus made a motion to adopt the Annual Appropriation Resolution for the Fiscal
Year 2013 as presented by Fiscal Officer Karen Shaw in the amount of $3,389,400.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to allow the Fiscal Officer to create Blanket Certificates in 2013 not to exceed $15,000 at any one time assuming adequate appropriation amounts are available. William Rofkar seconded the motion. All voted aye. Motion carried.


New Business

William Rofkar said he has received a few complaints regarding the recycling bins and the noise created at 5:00 a.m. when they are being dumped. He said an easy solution would be to move the recycling bins down more toward the center of the property.

Matt Montowski said he spoke with Jim Darr of the Ottawa, Sandusky, and Seneca Joint Solid Waste District and two additional recycling bins will be added soon due to the high volume of recycling on Catawba and that may afford the opportunity to reduce the pick up from three days a week to two. In addition, Matt Montowski said Rumpke has agreed to change their schedule and pick up later in the morning.

William Rofkar said he thinks the recycling bins should still be moved back one section to help control litter. He said adding fencing on the east and west sides would also be helpful.

Trustees agreed to move the location of the recycling bins back further from the road.

Trustees agreed to the purchase of Ice Bite material in the amount of $1,205.85 for winter road maintenance.

Trustees agreed a new table saw could be purchased for use by the maintenance department.

Karen Shaw said Dan Barlow submitted the Annual Report to the EPA regarding the township compost site.

Karen Shaw said a total of eleven building permits were issued and one variance for the month of December and one zoning book purchased with a total of $874.12 collected in fees.


Matt Montowski said the City of Port Clinton’s website offers a link you can click and see zoning for the entire city. He suggested the township have similar zoning maps created so they can be posted on the township website. Matt Montowski said BEC Engineering set up the maps for the city.

The Trustees agreed it is a good idea for the township. Matt Montowski agreed to follow up.

William Rofkar made a motion to approve the 2013 Insurance renewal with Ohio Insurance Services Agency as quoted. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:25 p.m.
