Catawba Island Township Board of Township Trustees

Meeting Minutes

May 14, 2013


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Vice Chairman Matt Montowski on Tuesday, May 14, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Karen Shaw, John Gangway,
Dan Barlow, Ed Stevens, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the April 23 Public Hearing meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve the April 23 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $66,638.73. Matt Montowski seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A resolution from the American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

An invitation from Ellis Adolph to attend his Eagle Scout Court of Honor, Sunday May 19, at Trinity United Methodist Church and a reception immediately following the ceremony.

A Notice of Violation from the Ohio EPA regarding the failure to submit a plan view drawing for the composting facility with the 2012 Compost Facility Annual Report. In order to redress the violation a plan view of the facility is due upon receipt of the notice.

Karen Shaw said Dan Barlow submitted the plan view drawing as requested by certified mail.

A letter from township resident Bob McConnell offering an idea for use of township property located at the corner of Cemetery and East Catawba Roads. He suggested the township plow, fertilize, and divide the ground into vegetable garden size plots and rent the plots for the growing season.

A letter from Joe Gerber, Ottawa Regional Planning Commission, regarding competitive grants available for Neighborhood Revitalization and Critical Infrastructure. Applications are due to the state by June 21.


Notification from Joe Gerber that the Re-Plat of Lot 27 and Reserve A in Catawba Place Subdivision, preliminary replat, will be reviewed at the regular meeting of the Ottawa Regional Planning Commission at 7:30 p.m., Tuesday, May 21, at the Ottawa County Courthouse.

Notification from Firelands Corporate Health Center of an educational session to review the new requirements for Certified Medical Examiners and How to Make the Most of your CDL Examination to be held Monday, June 10.

An email from Molly Dodge expressing thank you to the township for picking up the waste being dumped at the end of Hickory Ridge Drive.

Fiscal

Fiscal Officer Karen Shaw presented the April financial reports and bank reconciliation. There were no questions or concerns.

Fire and Safety

Fire Chief John Gangway said probationary member Brianna Busby passed her Fire Fighter Training class.

John Gangway said the air compressor system problem has been fixed for a cost of $630.

John Gangway said the fire department has obtained an old car for extraction practice. He said it will be parked at the compost facility beginning May 23 and they will practice utilizing their extraction tools.

John Gangway said they have a committee looking at replacing the current hydraulic extraction tool, also known as the “jaws of life” system, which includes spreaders, cutters, hydraulic ram and other components. He said the current system is 25 years old.

John Gangway said he will be attending a Coast Guard meeting at the Border Patrol facility regarding logistics as they relate to the upcoming Battle of Lake Erie Bicentennial events.

Maintenance

Maintenance Supervisor Dan Barlow said a cam shaft sensor broke on the truck being worked on at Henderson so there will be an additional charge of $660 for the repairs. He said the truck should be completed soon.

Dan Barlow said the Rittenhouse subdivision paving project is nearly complete. He said maintenance personnel will be completing the berm work in the near future.

Dan Barlow said a weed trimmer has come up missing from the barn. He said a police report was filed. Dan Barlow said two smaller weed trimmers were purchased at Bill’s Implement to replace the one large trimmer.

Dan Barlow said he is working on the grant application for benches at Heigel Park and he is going to include a request for processed wood material for under the playground equipment.


Dan Barlow said DeAngelo Brothers will be at the Marina and Rock Ledge locations to spray for weeds next week. He said JVS will also be here next week to install the new doors at the Maintenance building and Administration building.

Dan Barlow said the EPA inspected the compost facility this week and there were no concerns.

Dan Barlow said Ohler and Holzhauer have begun installing the backflow preventers and the project will be completed soon.

Dan Barlow said repairs due to the 2012 storm damage have been completed on the front of the administration building.

Zoning

Matt Montowski said there were a total of twelve permits and two variances issued for the month of April with a total of $905.72 collected in fees.

New Business

William Rofkar made a motion to authorize the submittal of a grant application to the Ottawa Sandusky Seneca Solid Waste District for park benches and mulch ground cover for Heigel Park. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve a donation request of $200 for Memorial Day Services per Ohio Revised Code 307.66. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees signed five Cemetery Deeds for five cemetery plots and one double Columbarium niche.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:05 p.m.
