Catawba Island Township Board of Township Trustees

Meeting Minutes

July 9, 2013

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, July 9, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
Dan Barlow, John Gangway, Bob Rogers, Judi Halstead, Joyce Bremyer, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the June 25 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $64,555.16. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Bonnie and Terry Basch regarding a large vacant parcel of land on the east side of East Catawba Road between the Mon Ami entrance and Hidden Harbor. The letter included a complaint of uncut grass, noxious weeds, and invasive vines migrating on to their property and a request for the Trustees to take action.

A letter from Ford Motor Company regarding the Ford police vehicle spare tire and the importance of the tire remaining in the original location as installed by the factory.

A letter of thanks from The Frank Gates Service Company for continued participation in the Ohio worker’s compensation group rating program.

A letter from Asphalt Systems, Inc. introducing their product Biorestor Asphalt Rejuvenator Sealer for asphalt preservation.

Fiscal

Fiscal Officer Karen Shaw presented the June financial reports and bank reconciliation. There were no questions or concerns.

Fire and Safety

Fire Chief John Gangway discussed the increasing number of private fireworks displays which require at least one and sometimes two fire trucks and an ambulance at each event. He said it also becomes a manpower issue as it relates to being available for other emergency incidents. All C.I.V.F.D. members work on a voluntary basis. John Gangway said it started out with two or three displays a year and is up to six occasions this year.

A brief discussion took place regarding the issue and it was agreed guidelines should be set for C.I.V.F.D. presence at private fireworks displays which may include a fee or donation for each occasion if allowable at all.

Maintenance

Maintenance Supervisor Dan Barlow said a new tire is needed for the Backhoe. He said it is available from Severe Tire for $680.49 plus disposal and mount cost.

Trustees agreed to the purchase of a new backhoe tire from Severe Tire.

Dan Barlow said Amy Drummer from the Solid Waste District will hold a compost facility work session on July 24 with Catawba, Danbury, Portage, Port Clinton, and Genoa personnel. He said the session will be at 10 a.m. in the conference room of the administration building.

Dan Barlow presented specifications for roof repairs on the pavilion behind the fire station. He said it was damaged during the summer 2012 hail storm.

Zoning

Matt Montowski said there were a total of nine permits and two variances issued for the month of June with a total of $808.58 collected in fees.

Old Business

Judi Halstead of Integrity Productions requested a follow up on her recent proposal to work with the township to create a Catawba Island Township map and informative brochure.

A lengthy conversation took place regarding the proposed project.

Trustees agreed the samples provided were excellent quality but said they do not wish to endorse a township map at this time involving solicitation of local businesses for advertisement on such a project. They also expressed the township website provides up to date information and technology available on global navigation systems (GPS) and smart phones helps to facilitate mapping locations.

New Business

Joyce Bremyer expressed her disappointment in the recent announcement of no potted plants allowed in the cemetery and the timing of the announcement being so late in the season.

A lengthy conversation took place regarding items placed on grave sites. The Trustees agreed to review the rules of the cemetery.

The Trustees discussed the letter of complaint from Bonnie and Terry Basch regarding the nine acre parcel of land on East Catawba Road with uncut grass.

The Trustees agreed according to the Ohio Revised Code they do not have the legal authority to take action on the property.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Meeting adjourned at 8:35 p.m.
