Minutes: September 22nd, 2009

The regular business meeting of the Catawba Island Township Trustees was called to order by Chairman William Rofkar on September 22, 2009 at 7:30 p.m. in the conference room beginning with the Pledge of Allegiance.

Present were William Rofkar, Robert Schroeder, Gary Mortus, Pat Cerny, Matt Montowski, and James Stouffer.

Gary Mortus made a motion to approve the minutes as received from the September 8, 2009 meeting, seconded by Robert Schroeder. All voted aye.

Robert Schroeder made a motion to accept and pay the bills in the amount of $240,470.68 seconded by Gary Mortus. All voted aye.

Correspondence included the following:

A letter from Erin Patton, Fiscal Officer of the Ohio Public Entity Consortium, notifying the township that during a recent audit of the OPEC Central United Life invoice, it was discovered that some groups were underpaying and some groups were overpaying based on the bills they were receiving. For those groups that underpaid, Ohio Insurance Services Agency, Inc. will absorb the loss. For those that overpaid, a credit will be applied on the October invoice figured back to January 2008.

A copy of a letter from Jim and Sue Gillig addressed to Jo Ellen Regal, Ottawa County Auditor, in regard to the recent 25% increase in real estate valuation for their property located in Gem Beach.

A letter from Michael Squillace, Rate Analyst for The Frank Gates Service Company, thanking us for enrolling in the 2010 Workers’ Compensation Group Rating Program with the Ohio Township Association (OTA) and The Frank Gates Service Company.

Notification of the Ohio Estate Tax Payment received by the Franklin County Treasurer for our jurisdiction for the month of August.

A letter from Ohio Plan Healthcare Consortium, Inc. explaining a competitive healthcare program alternative for Ohio’s public entities.

James Stouffer asked Catawba Island Township Trustees for permission to plant miniature rose bushes on his family’s grave sites in the cemetery. Permission was granted.

Robert Schroeder said he received complaints about the noise at Mon Ami over the Labor Day holiday weekend. Robert Schroeder also stated the surrounding townships use outside council for zoning issues. He said he thinks that in the future Catawba should hire outside council for zoning issues.

Pat Cerny presented the resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. Gary Mortus moved the adoption of the resolution. Williams Rofkar seconded the resolution and the role being called upon its adoption the vote resulted as follows: William Rofkar, aye; Robert Schroeder, aye; Gary Mortus, aye. The motion was adopted the 22nd day of September, 2009.

Pat Cerny asked the trustees opinion on setbacks for air-conditioners due to receiving a complaint in regard to an air-conditioner that does not meet a side yard setback. In the past we have never required air-conditioners to be drawn on site plans and have never required a setback. After some discussion if was decided to continue zoning requirements as currently in place.

William Rofkar said he was happy with the mortar repair work being done on the community hall and it will be ready to paint soon.

William Rofkar made a motion to adjourn. All voted aye.
