Meeting Minutes

October 28, 2014

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, October 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Diane Belden, David Belden, Tony Corona, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

William Rofkar made a motion to approve the October 14 Board of Township Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $52,435.62. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

Notification from the Ottawa County Board of Elections regarding setup for the General Election to be held November 4 at the Community Hall.

The Star Ohio Annual Report for 2014.

Maintenance

Maintenance Supervisor Dan Barlow presented a quote from Severe Service for approximately $1,250 to replace two backhoe tires, one leaf vacuum spare tire, and a tire for the snowplow.

The Trustees approved the purchase of maintenance equipment tires.

A brief conversation took place regarding salt for winter road maintenance.

New Business

Tony Corona requested Trustees signatures on the plat for Catawba Meadows. He said they have received all the approvals at the county level. Tony Corona said following approval by the Trustees the plat will go to the auditor and the recorder and then it will be final.

The Trustees said they would like the Zoning Inspector to review prior to their approval.

Diane Belden gave an update on the Wreaths Across America ceremony being planned for December 13, at Catawba Island Cemetery. She said plans are similar to the special program honoring veterans that was held last year including a soloist, guest speaker, and honor guard. Diane Belden said five other cemeteries in the county will be hosting a Wreaths Across America ceremony the same day this year. She thanked township Trustees for their continued support.


Gary Mortus said the Ottawa County Engineer’s Office is increasing in size and relocating to the county highway garage facility located on Route 163. He said the County Commissioners are in favor of the project.

Gary Mortus made a motion to pass five Resolutions in support of the submission of a Local Government Innovation Loan Fund application on behalf of Ottawa County for the 12th round of funding under the Local Government Innovation Loan Fund available through the State of Ohio, Department of Development and authorizing the Board of Ottawa County Commissioners to take all steps necessary in the furtherance of this goal, including, entering into partnership initiatives/memoranda of understanding with any other potential partners; and declaring the necessity that the Resolutions become immediately effective. These Resolutions include:

Resolution No. 2014-1 to participate in the use and benefits of constructing a Large Equipment Facility through a loan provided through the Local Government Innovation Loan Fund.

Resolution No. 2014-2 to participate in the use and benefits of the renovation of a portion of the Highway Garage designated for maintaining equipment through a loan provided through the Local Government Innovation Loan Fund.

Resolution No. 2014-3 to participate in the use and benefits of the Shared Administrative Offices through a loan provided through the Local Government Innovation Loan Fund.

Resolution No. 2014-4 to participate in the use and benefits of the Engineering Department Office Renovation through the Local Government Innovation Loan Fund.

Resolution No. 2014-5 to participate in the use and benefits of the Enhancements at the Shared Roadwork Facility through the Local Government Innovation Loan Fund.

William Rofkar seconded the motion. All voted aye. Motion carried

Dan Barlow requested use of the administration building lobby for the drop location of the CIVFD collection of nonperishable food items for the local food pantry.

The Trustees agreed the collection boxes can be placed in the lobby for nonperishable food items.

Dan Barlow requested use of the Community Hall on Monday, November 10 for celebration of the Marine Corps Birthday.

Trustees agreed to the use of the Community Hall for the celebration and waived the fee.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 7:55 p.m.
