Minutes: November 10th, 2009

The regular meeting of the Catawba Island Township Board of Township Trustees was called to order by chairman William Rofkar on November 10, 2009 at 7:30 p.m. in the conference room. In attendance: William Rofkar, Robert Schroeder, Gary Mortus, Pat Cerny, Jack DeVore, Reggie Langford, Suzanne Ritzman and Andrea Elliott. The Pledge of Allegiance was recited by all.

Robert Schroeder made a motion to approve the minutes of the last meeting as received seconded by Gary Mortus. Robert Schroeder, aye; Gary Mortus, aye; William Rofkar, aye.

Gary Mortus made a motion to approve and pay the bills in the amount of $34,399.76 seconded by Robert Schroeder. All voted aye.

Correspondence included a letter from Dennis P. O’Connell thanking the Police Department for assistance in a matter and commenting on the great officers the township employs.

Lori Gruber, Frank Gates/Avizent Risk Management Services in regard to a Workers’ Compensation Deductible Study available.

Larry Fletcher, Visitor’s Bureau Director, enclosing the 3rd quarter report from the Visitor’s Bureau.

Notices from Robert J. Hille, Ottawa County Treasurer, notifying the taxing authority of the townships’ intitlement to share in the proceeds of three estates.

B.J. Hulligan, resident of Catawba island Township wishing to sell back a grave to the township, at the original price.

Minutes from the Park Board.

Suzanne M. Ritzman, census recruiting assistant requesting the use of the Community Hall for accepting applications and administering tests for the 2010 Census. Pat Cerny and Robert Schroeder stated earlier in the week the dates needed for this project should not be a problem.

Andrea J. Elliott, Catawba Island Press requesting the township waive the $300 Community Hall rental fee for the “Christmas on Catawba” event she is sponsoring to benefit the Humane Society of Ottawa County. Gary Mortus made a motion to waive the normal fees for the described fund raiser seconded by Robert Schroeder. All voted aye. William Rofkar stated the Trustees do this frequently for civic organizations.

There was some discussion of adding a part-time officer to the Police Department which will be discussed further at another meeting.

William Rofkar made a motion to adopt the Catawba Island Township Public Records Policy presented by Pat Cerny with the addition of “and the office of the Ottawa County Prosecutor” to the sixth paragraph of the resolution seconded by Robert Schroeder. Pat Cerny stated there is a court date for a bench trial on December 21, 2009 at 3:30 p.m. regarding Cove West Properties, 2542 Northeast Catawba Road, John R. Moore IV, the defendant. The 1991 Northeast Catawba Road property has had the “Stop Work” order lifted. William Rofkar stated a special meeting was held in regard to the permit issued to The Yacht Center. On the advice of the Ottawa County Prosecutor, it was agreed the sales office could be continued
with a one year time frame. William Rofkar is concerned about the parking spaces. Gary Mortus stated the Trustees should request the Zoning Commission to review the section of the zoning resolution and make a recommendation regarding sales offices in the C-4 District.

William Rofkar stated the restrooms at Heigel Park and the Launch Ramp have been winterized.

William Rofkar has also received a price on tires for the 2005 one ton dump truck through the State Purchasing Program and labor will be done through Fan Mark. Six tires for $1367.00 and if we keep the tires we will save $108.00. Total price will be $1259.00.

William Rofkar would like to see the township put the meeting minutes on the web site in house. Gary Mortus is looking into this.

Gary Mortus made a motion to adjourn the meeting at 7:58 p.m. seconded by Robert Schroeder. All voted aye.
