Meeting Minutes

April 28, 2015

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, April 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Rick Stechschulte, Robert Martin, Lisa Murphy, Scott Murphy, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the April 14 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $30,340.17. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A resolution from American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

A letter from Scott and Lisa Murphy regarding the Eaton property located across the street from their property on North West Catawba Road. A number of concerns were addressed in the letter including unattended garbage bags left on the uninhabited property which were opened by animals resulting in trash blowing across the street.

A letter from the Ohio Environmental Protection Agency regarding the April 2015 Compost Inspection. According to the inspection, the site appeared to be well maintenance and well organized, in compliance with the plan and Ohio Revised Code Rule 3745-560-410.

A letter from United Way of Greater Toledo regarding participation in the United Way 2-1-1 database as a community service provider and a township profile update request.

A letter from Hylant Administrative Services regarding personnel changes within their organization.

Maintenance

Gary Mortus said the backhoe needs sent out for repairs and a rental unit will be brought in until ours is returned. He said three tires are needed for the one ton truck and due to a check engine light repairs are also needed on the leaf vacuum. Gary Mortus said there will be a dumpster located at the compost facility to pick up the excess wood accumulated and Adkins will complete work on a couple more catch basins.


New Business

Lisa Murphy requested the Township Trustees address the issue of garbage in the yard of the Eaton property located across the street from their property.

William Rofkar said he observed there is a lot of bagged garbage on the Eaton property and according to Ohio Revised Code 505.87 the Board can declare the property a nuisance and send notice to clean up the property.

William Rofkar made a motion to declare the property at 3705 North West Catawba Road a public nuisance due to the excessive garbage in the yard and to abate according to Ohio Revised Code 505.87. Matt Montowski seconded the motion. All voted aye. Motion carried.

The trustees agreed if the property owner does not take action within seven days of notification William Rofkar is to have a private contractor clean up the property.

Resident Robert Martin asked why there are no regulations in regard to telephone towers being erected in the township with limits as to how close they are allowed to an individual’s property.

Matt Montowski said zoning does not regulate public utilities and therefore no township permits are required. He said the township does regulate windmills because they are privately owned.

Gary Mortus said it is out of the Trustees jurisdiction and he could follow up with his state representative if he has concerns.

Gary Mortus made a motion to send a letter to Mark Mulligan stating the township will not financially support the Ottawa County Drug Task Force for this year. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to pass a resolution to extend our Land Use Plan from 2015 to 2020. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion that the Trustees go to the Ottawa County Courthouse and consult with the Budget Commission to show the need to increase the inside millage for the township. There was no second to the motion.

Gary Mortus and William Rofkar agreed they want to look into the matter further.

Gary Mortus made a motion to approve a donation in the amount of $200 to American Legion Post #113 of Port Clinton for Memorial Day services at the Catawba Island Township Cemetery. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:15 p.m.
