Catawba Island Township Board of Township Trustees

Meeting Minutes

September 22, 2015

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, September 22, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, and Jim Stouffer.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the September 8 Board of Trustees regular meeting minutes and the September 10 special meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll in the amount of $52,067.07. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A letter from the Catawba Island Garden Club requesting use of the Community Hall on August 23, 2016 for a meeting.

Trustees agreed the Garden Club could use the Community Hall and waived the fee.

A letter from the Ohio Department of Agriculture regarding the survey application for the gypsy moth suppression program.

Two letters from the Ottawa County Board of Elections regarding the Community Hall polling location and setup for the General Election to be held Tuesday, November 3, 2015.

The 2015 Annual Report from STAR Ohio.

A letter from the Ohio Cemetery Association regarding fall maintenance seminars.

Notification from the Disaster Volunteer Coalition regarding an upcoming event. Beyond Response: Joining Forces to Serve in Disasters to be held Friday, October 16 and Saturday, October 17 at The Chapel in Sandusky.

Fire and Safety

Fire Chief John Gangway presented a quote from Fire-Safety Services for six MSA Air Cylinders.

William Rofkar made a motion to approve the purchase of six air cylinders from Fire-Safety Services for $4,512. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said the road resurfacing work is complete and the striping will be completed soon.

Dan Barlow presented a quote from D.J.L. Material and Supply for two pallets of sealant and No-Trax material to make additional road repairs prior to road striping.

Trustees agreed to the purchase of road repair material from D.J.L. Material at a cost of $2,910.

Dan Barlow presented three quotes for asphalt repairs on Moore’s Dock Road. They included: Holcomb Enterprises $17,170, Gerken Paving $24,269.40, and The Kreimes Company $22,782.

Gary Mortus made a motion to award the contract for Moore’s Dock Road repairs to Holcomb Enterprises for $17,170. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said compost grinding is complete and moved.

Gary Mortus said Gill Construction rolled the road grindings to make a base at the compost area for an additional cost of $500.

New Business

William Rofkar made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2016. Rates to be levied include 4.2 Inside Mills and 4.3 Outside Mills. Matt Montowski seconded the motion. Roll Call Vote: Gary Mortus, aye;
Matt Montowski, aye; and William Rofkar, aye. Motion Carried.

Gary Mortus said at the request of a resident he would like the township to send a letter requesting the home owner of the property at the corner of Woodland Drive and NW Catawba Road maintain the property. Trustees agreed a courtesy letter will be forwarded to the home owner.

Gary Mortus made a motion to approve the purchase of a computer from Port Clinton Computer Products for $740 for the office of the Fiscal Officer. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 7:55 p.m.
