Meeting Minutes

March 8, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, March 8, at 7:30 p.m. in the conference room.

Present: Trustee William Rofkar, Trustee Matt Montowski, Trustee Gary Mortus,
Fiscal Officer Karen Shaw, Maintenance Supervisor Dan Barlow, and Fire Chief John Gangway

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the February 23 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve the February 24 Public Hearing meeting minutes as presented. The hearing related to the proposed floating docks requested by Rick Stechschulte of Nor’Easter Club. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $50,743.94. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A thank you note from Girl School Troop 10862 for allowing them to use the Community Hall for a lock-in.

A letter from Tom Letterhos requesting use of the Community Hall for a family function.

The Trustees agreed CIVFD member Tom Letterhos could use the Community Hall and waived the fee.

A postcard from the Ottawa Soil and Water Conservation District announcing the 2016 Ottawa County Agricultural Community Breakfast to be held Friday, March 18.

A letter from the Joint Solid Waste Management District offering assistance with cleaning township roads. The District contracts with the Ottawa County Juvenile Court for the service of this program.

A letter from the Ottawa County Engineers Office announcing the Annual Ottawa County Township Association meeting to be held at the Ottawa County Fair Grounds Tuesday, April 12.

A reminder from the Ottawa County Board of Elections regarding set up for the Primary Election.

Zoning

Trustee Matt Montowski addressed audience members regarding the zoning permit application recently filed.

He said Ohio Shore Development LLC filed an Application for Zoning Certificate on Friday, March 4, 2016, and if all provisions of the zoning resolution are met, the zoning resolution requires that the zoning inspector issue a zoning certificate within ten days of the date of the application.

Matt Montowski said the zoning inspector is reviewing the proposed application and supporting documentation as well as seeking input from Ottawa County officials before reaching any decision. He said the zoning inspector’s decision will be based upon the application meeting the requirements of the zoning resolution and not by any other basis. He said once that decision is made, it will be a public record and available to anyone that would like a copy.

Matt Montowski said that the Catawba Island Township Trustees have no authority in the issuance of a zoning permit and therefore it is not appropriate for them to participate in any discussion this evening concerning that application.

Matt Montowski said there were six zoning permits and one variance issued in February with a total of $490.56 collected in fees.

Fiscal

Fiscal Officer Karen Shaw presented the February 2016 financial reports and bank reconciliation. There were no questions or concerns.

Gary Mortus made a motion to approve a Then and Now Purchase Order for $2,300 to Bill’s Implement Sales for the trade in program mower for the cemetery. Matt Montowski seconded the motion. All votes aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said they are having an issue at the ditch pump with the ground opening up. He said he will keep the Trustees informed of the situation.

Dan Barlow said they have started picking up brush and they will start loading mulch in April.

Karen Shaw said the spring clean-up is scheduled for Wednesday, April 20, through Sunday, April 24 and the fall clean-up is scheduled for October 19 through October 23.

Fire and Safety

Fire Chief John Gangway said Young’s Floor Covering is going to start replacing the floor tile this week in the radio room and in the chief’s office.

John Gangway said JVS is waiting on warmer weather to replace and repair the overhead doors at the fire station.


New Business

Gary Mortus said Columbia Gas is supposed to come back and repair the road where they made a cut in Sand Road near Five Bells Inn.

William Rofkar said he will be attending the Annual Health Department meeting Thursday, March 11, on behalf of the Catawba Island Board of Trustees.

William Rofkar said they recently met with the Ottawa County Engineers for the road review and the road in the cemetery will need to be resurfaced next year.

Trustees approved police officer Mike Woods attending Taser Recertification training.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:00 p.m.
