Catawba Island Township Board of Township Trustees

Meeting Minutes

April 12, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, April 12, at 7:35 p.m. in the conference room.

Present: Trustee William Rofkar, Trustee Matt Montowski, Trustee Gary Mortus,
Fiscal Officer Karen Shaw, Maintenance Supervisor Dan Barlow, and Fire Chief John Gangway

Please see the attached sign in sheets which include signatures of 39 individuals in attendance.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the March 22 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $52,257.17. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Katja Rall-Koepke requesting permission to have a linden tree planted near the grave sites where her parents are buried.

A letter from Karl Busby requesting use of the Community Hall for a family gathering.

The Trustees agreed Karl Busby could use the Community Hall and waived the fee.

An update from Prosecuting Attorney Mark Mulligan regarding townships with volunteer Peace Officers.

An invitation from Lake Erie Shores and Islands to the State of Tourism Address at the Sandusky State Theatre, Thursday, April 14, 2016.

An invitation to The Firelands Forum on Regional Economic Development at BGSU Firelands on Wednesday, April 20, 2016.

Notice from the Ottawa County Engineer’s Office they will be relocating April 25, 2016 to their new address at 8247 West State Route 163, Oak Harbor, Ohio, 43449.

The 2015 Annual Report from Joyful Connections, an invitation to their Open House Monday, April 18, and a contribution request in support of Joyful Connections.

Notice from the Ohio Division of Liquor Control with regard to Catawba Island Grocery Co. DBA Rudders.


Zoning

Trustees listened to concerns from residents regarding the recently approved zoning permit which will allow the building of a Dollar General on East Catawba Road.

Individuals representing “Keep Catawba Island Safe” asked questions and discussed the future including the possibility of implementing an Architectural Review Committee, an Architectural Overlay District, and updating the current Land Use Plan.

The Trustees agreed they would send a letter to the Ohio Department of Transportation regarding the curb cuts related to Dollar General.

Fire and Safety

Fire Chief John Gangway said he would like permission to send one of his members to BGSU State Fire School for a three day class with a cost of $350 plus mileage reimbursement.

Trustees agreed to the expenditures for a CIVFD member to attend the requested class.

Maintenance

Maintenance Supervisor Dan Barlow said he has talked to three vendors regarding repair of the tennis courts at Heigel Park and will bring proposals to a future meeting. He said water moving under the courts and drainage is a problem which leads to numerous surface cracks.

Fiscal

Fiscal Officer Karen Shaw presented the March 2016 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the township received the first half Real Estate Property Tax with a net distribution of $772,212.88.

New Business

Matt Montowski made a motion to waive a hearing with the Ohio Division of Liquor Control regarding Catawba Island Grocery Co. DBA Rudders (Permit 1333877). Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve renewal of the Fiscal Officer’s Bond through Hylant Administrative Services for $862. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 9:08 p.m.
