Meeting Minutes

October 25, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, October 25, at 7:35 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Len Partin, Glenda Ward, Diane Belden, Ernie Wylie, Richard Smetzer, and
Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the October 11 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $73,581.06. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Put-in-Bay Board of Trustees expressing appreciation for the recent use of a fire truck offered by the Catawba Island Volunteer Fire Department as the Put-in-Bay Fire Department had to send a fire truck off the island for maintenance.

A letter of Commendation to Patrolman Mike Woods from Chief of Police John Gangway regarding his actions on the morning of October 14, 2016 when dispatched to the scene of a house explosion with entrapment in Portage Township. Mike Woods was commended for his actions of that date which represent great credit upon himself and the highest traditions of the Catawba Island Township Police Department.

A letter from the Catawba Island Garden Club requesting use of the Community Hall in October for a meeting.

The Trustees agreed the Garden Club could use the Community Hall and waived the fee.

Notification from the Joint Solid Waste District of the recycling program for tires found along roadsides or generated by public entities within the district.

A letter from the Ottawa County Board of Elections regarding the General Election, Tuesday, November 8, and expressing appreciation for use of the Community Hall as a polling location.



Fire and Safety

Fire Chief Kevin Wylie said a new adapter is needed for the tanker. He said cost of the adapter is less than $100.

Kevin Wylie said the annual ladder testing will be scheduled for the end of November with a cost of approximately $750.

Kevin Wylie said Truck 28 will be taken to Tri-Motors to repair a diesel fuel leak.

Kevin Wylie provided a quote from Cleveland Communications for a new radio with external microphone.

Matt Montowski made a motion to purchase a radio and external microphone from Cleveland Communications for $1,453.30. Gary Mortus seconded the motion. All voted aye. Motion carried.

Kevin Wylie said Jordan Davenport has reapplied to the fire department.

Gary Mortus made a motion to appoint Jordan Davenport as a probationary firefighter.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said the road cuts have been made for the asphalt repairs and Kreimes is expected to complete the work in the next two weeks.

Dan Barlow said he met with individuals from the County Engineer’s Office regarding the cemetery drainage. He said the project plans will be finalized and presented in the near future.

Dan Barlow said they are getting the trucks ready for the upcoming winter season and they have replaced three batteries.

Fiscal

Matt Montowski made a motion to approve a depository agreement with Huntington Bank for active funds of Catawba Island Township up to $3,500,000 for the period commencing January 1, 2017 and ending December 31, 2021. Gary Mortus seconded the motion. All voted aye. Motion carried.

Fiscal Officer Karen Shaw recommended moving some funds from Huntington Bank to the township’s STAR Ohio account because the interest rate is currently higher.

Gary Mortus made a motion to transfer $1,000,000 from Huntington Bank to STAR Ohio.
Matt Montowski seconded the motion. All voted aye. Motion carried.



New Business

Dan Barlow requested use of the Community Hall for the Marine Corps Birthday celebration on November 10. Trustees agreed the Community Hall could be used for the Marine Corps Birthday and waived the fee.

Dan Barlow said the CIVFD would like to collect nonperishable food items for a local food pantry. The Trustees agreed they could set up a collection location in the lobby of the administration building.

Diane Belden said the Park Board is hosting a Children’s Fall Walk in the Cedar Meadow Preserve at 10 a.m. Saturday, October 29. She said they will serve donuts and cider and have activities for the children.

Matt Montowski gave a brief overview of information shared at the Ottawa County Township Association meeting in October.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:15 p.m.
