Meeting Minutes

February 28, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, February 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ron Lajti Jr., Craig Miller, Diane Belden, Richard Smetzer, Thomas Reiman, Jack Madison, Jim Stouffer, Steve May, Tyson Smith, Quintin Smith,
Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the February 14, 2017 Board of Township Trustees regular meeting minutes as amended. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $57,104.88. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Alex Morgan Johnson requesting use of the Community Hall for the Port Clinton Middle School Cheer Banquet.

Trustees agreed the Port Clinton Middle School Cheerleaders could use the hall for their cheer banquet and waived the rental fee.

A letter from Ted Johnson, National Wild Turkey Federation - Save the Habitat Save the Hunt Coordinator, requesting use of the Community Hall to conduct a free hunter education course.

Trustees agreed that Ted Johnson, volunteer instructor for the Ohio Division of Wildlife, could use the hall to conduct the free hunter education course and waived the rental fee.

A letter from Thomas Reiman requesting a new cemetery deed reflecting sole ownership of five spaces as recently granted and a change of location for those five spaces.

Trustees agreed Thomas Reiman could transfer the five spaces previously purchased to another agreed upon location with no additional fee.

A letter from the Ottawa County Board of Elections regarding the annual reminder of written notice required within ten days for resignations or appointments in the jurisdiction.

An invitation from the Ottawa Soil & Water Conservation District to the 2017 Ottawa County Agricultural Community Breakfast Friday, March 17, at St. Johns Lutheran Church.

A letter from COPECO Digital Document Solutions regarding products and services offered.


Police

Police Chief John Gangway said Mike Woods submitted a letter of resignation effective March 6 with his last day being Sunday, March 5. John Gangway said Officer Woods has been with the township for three years and has been a good employee. He said Officer Woods has accepted a position with the Cleveland Police Department.

William Rofkar made a motion to accept the resignation of Mike Woods effective March 6. Gary Mortus seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow presented quotes from Bill’s Implement to renew the annual mower trade-in program.

Gary Mortus made a motion to contract with Bill’s Implement for two zero turn mowers for $3,600 after trade-in allowance. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said he ordered one final load of salt to stock the salt bins.

Fire

Fire Chief Kevin Wylie discussed concerns regarding the safety of Harbor Island Bridge.

William Rofkar agreed to follow up with the Ottawa County Prosecutor regarding the matter.

Other Business

Ottawa County Engineer Ron Lajti and Craig Miller spoke regarding the resurfacing project planned for West Catawba Road. The road resurfacing project includes widening West Catawba Road from Cemetery Road to the point with an additional safety shoulder, a two to three foot paved surface outside the lane width on both sides of the road.

Gary Mortus made a motion to renew the annual Workers’ Compensation Group Rating
Program contract through CareWorksComp for $1,497 with services beginning July 1, 2017.
William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to pass a resolution to support a grant application by the Board of County Commissioners of Ottawa County to the Ohio Department of Transportation and the Ohio Department of Health to fund an Active Transportation Plan for Ottawa County.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:45 p.m.
