Catawba Island Township Board of Township Trustees

Meeting Minutes

March 28, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, March 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, James Van Eerten, Diane Belden, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the March 14, 2017 Board of Township Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $30,334.34. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Bob Christiansen requesting use of the Community Hall for a family function.

The Trustees agreed Bob Christiansen could use the Community Hall and waived the fee.

A resolution from American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

A letter from the Ottawa County Engineer’s Office regarding the Annual Bridge Condition Report. A summary of the bridge conditions for structures in Ottawa County was attached.

A letter from the Department of Commerce Division of Liquor Control notifying the legislative authority they have the right to object to the renewal of a permit to sell alcohol in the political subdivision and to request a hearing if so desired.

Fiscal

Fiscal Officer Karen Shaw said the township received the first half Real Estate Property Tax Settlement with a net distribution of $790,237.19.

Fire

Fire Chief Kevin Wylie said Vanguard is going to hold a First Responder class at the Catawba Island Fire Station beginning May 2, for approximately two and a half months or 60 hours. He said eight CIVFD members have signed up to take the class as well as several members of other fire departments in the county.

Police

Police Chief John Gangway said he applied for a grant for partial reimbursement for ballistic vests for the department.

William Rofkar made a motion to approve the purchase of three police ballistic vests from Superior Uniform Sales, not to exceed $3,000. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve the purchase of a lap top computer for the police department from Port Clinton Computer, not to exceed $1,500. William Rofkar seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said the electrical upgrade work has been completed at the chapel and approved by the county inspector.

Dan Barlow presented a proposal from JVS Garage Door to make repairs to the maintenance overhead garage door for $479.70. He said the East door at the fire station also needs serviced.

Trustees agreed the repairs should be made to the overhead doors as needed.

Dan Barlow said he met with county engineering personnel to discuss the cemetery drainage project.

Dan Barlow presented a quote from Barnes Nursery for $255 per hour for five to ten days work to cut dead wood and drop any dead trees near the pathways in the wooded walking trails near the Cliffs.

Trustees agreed they would like to see additional quotes before making a decision.

Dan Barlow said the docks are in at the marina.

Dan Barlow said they will begin loading mulch at the compost facility Saturday, April 1. He said they will not load mulch Saturday, April 22, due to the spring cleanup collection at the old fire station.

New Business

Ottawa County Prosecutor James Van Eerten discussed various services offered through the prosecutor’s office including advising Township Trustees as needed. He also spoke at length about the Ottawa County Drug Task Force and its funding.

Randy Riedmaier expressed his concern with contractors dropping off at the compost facility.

A lengthy discussion regarding the compost facility took place, but no decisions were made.

William Rofkar made a motion to approve a donation in the amount of $200 to the American Legion Post #113 of Port Clinton for observing Memorial Day at Catawba Island Cemetery. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski reported a decision was made in the Steck’s Buckeye Storage Unit, LLC Nor’Easter Club appeal of the final decision made by the Catawba Island Township Board of Trustees denying the request for a minor deviation from a Planned Unit Development (PUD) to add floating docks that would be placed perpendicular to the seawall. Matt Montowski said according to court documents the decision of the Catawba Island Township Trustees was affirmed.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:50 p.m.
