Meeting Minutes

April 25, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, April 25, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Jim Stouffer, Diane Belden, Max Rumbarger, John Young, Tim Paradiso, Angel Strobel, and Tiffany Strobel.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the April 11, 2017 Board of Township Trustees Public Hearing minutes regarding Application #008772 (Mon Ami), Public Hearing minutes regarding Application #008767 (Quinstock), Public Hearing minutes regarding Application #008768 (Quinstock) and the regular business meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $110,210.04 including a payment of $48,732 to Valley Ford Truck Sales for the purchase of a dump truck. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Karl Busby requesting use of the Community Hall on May 28, 2017 for a family gathering.

Trustees agreed Karl Busby could use the Community Hall and waived the fee.

A letter from the Ottawa County Engineer’s Office regarding road resurfacing work scheduled for Wine Cellar Road and Konker Road.

A letter from the Ottawa County Commissioners regarding Supervisor Training offered in June.

A letter from the Ottawa Regional Planning Commission regarding the 2020 Census.

A letter of compliance from the Ohio Environmental Protection Agency regarding inspection of the compost facility on Cemetery Road. No violations were discovered during the inspection.

An invitation from Lake Erie Shores and Islands for the 2nd Annual State of Tourism Address to be held at the Liberty Aviation Museum Thursday, May 11, from 4:30 to 7:30 p.m.

An invitation from the Lake Erie Shores and Islands for the Compass Learning Series, low-cost educational programming for Shores and Islands partners and local organizations.

The 2016 Annual Report from Joyful Connections and a letter soliciting funds in support of supervised visits provided by the organization.

Maintenance

Maintenance Supervisor Dan Barlow discussed a few minor changes to the township road striping to be contracted through the Ottawa County Engineers Office.

William Rofkar made a motion to participate in the Ottawa County Engineer’s Road Striping Program for 2017 and stripe the roads as listed below. Gary Mortus seconded the motion. All voted aye. Motion carried.

Dan Barlow said the EPA would like to see additional verbiage on the signs posted at the compost facility. He said they are working to improve the posted signs.

Dan Barlow presented an estimate from Mullens Tree Service for work in the township cemetery and at the community hall.

Gary Mortus made a motion to approve a contract with Mullens Tree Service for $3,700 to trim and remove trees at the township cemetery and community hall per provided estimate. William Rofkar seconded the motion. Vote on motion: Gary Mortus, aye; William Rofkar, aye; Matt Montowski abstained due to a conflict of interest. Motion carried.

Dan Barlow presented a proposal from Henry W. Bergman, Inc. for a dust control application on the compost facility road.

Gary Mortus made a motion to contract with Henry W. Bergman, Inc. for dust control on the compost road for $1,195. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow presented prints and estimates from the Ottawa County Engineer for resurfacing the administration building parking lot.

Gary Mortus made a motion to approve the Ottawa County Engineers estimate of $102,501.75 to resurface the administration building parking lot including a concrete apron for the recycling containers. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said the road resurfacing work has begun on Wine Cellar Road and Konker Road.

Dan Barlow proposed the purchase of a trailer for the purpose of hauling the 72” maintenance mower. He said they would like to purchase a 7 by 12 foot trailer from Tractor Supply Co. for $1,799 and a lift assist for $179.

William Rofkar made a motion to purchase a trailer and lift assist not to exceed $2,000 from Tractor Supply Co. in Sandusky. All voted aye. Motion carried.

Dan Barlow said the Backflow Assembly Annual Testing is scheduled for the week of May 8.

Fire

Fire Chief Kevin Wylie said the tanker is out for repairs and he will advise the cost estimate as soon as possible.

Trustees agreed to reimburse Jordan Davenport $75 for expenses paid for his EMT recertification.

Kevin Wylie said the Little Giant Ladder recently purchased failed ladder testing and Little Giant Company is going to replace the ladder.


Police

Gary Mortus made a motion to establish a $45 per hour rate for additional police presence at special events in the township as requested. William Rofkar seconded the motion all voted aye. Motion carried.

New Business

Jim Stouffer talked briefly about the upcoming boat show at the Catawba Island Club as well as signage in the township and parking control for the event.

Police Chief John Gangway and Trustee William Rofkar said they plan to attend the Geographic Information System (GIS) mapping meeting at the Ottawa County Courthouse Friday, April 28.

Matt Montowski said he had a conversation recently with Chris Collier of the Black Swamp Conservancy regarding the old farm equipment sitting in the Nature Preserve. Matt Montowski said he was informed by Chris Collier that the Black Swamp Conservancy would not require the township to remove the historical farm equipment as previously discussed in a letter provided to the township.

Matt Montowski said the township is required to host the Ottawa County Township Association meeting once every four years and the meeting is scheduled for Thursday, July 27, 2017 at the Catawba Island Club.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:25 p.m.
