Meeting Minutes

November 14, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, November 14, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, William Moore, Lawrene Montowski, Rick Smetzer, and Dusty Walker

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the October 24, 2017 Board of Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last two payrolls, in the amount of $92,005.68. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ottawa County Engineer’s Office regarding West Catawba Road and the extension of traffic restrictions. Construction is scheduled to be complete by November 17.

A letter from Joyful Connections requesting a charitable contribution to assist with operational costs.

An invitation from the Northwest Ohio Damage Prevention Council to the Annual December Breakfast Meeting Friday, December 8, in Bowling Green, Ohio.

Fiscal

Fiscal Officer Karen Shaw presented the October 2017 financial reports and bank reconciliation. There were no questions or concerns.

William Rofkar made a motion to approve a Bridge Depository Agreement with Huntington Bank for active funds of Catawba Island Township up to $3,500,000 for the period commencing November 15, 2017 through December 31, 2021. The Bridge Agreement acknowledges the transition to the Ohio Pooled Collateral Program (OPCP) detailed in section 135.182 of the Ohio Revised Code. Gary Mortus seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said there were nine permits and three variances issued in October along with one zoning resolution book sold for a total of $1,245.16 collected in fees.

Fire and Safety

Fire Fighter Will Moore reported the fire department association has voted off of probation Jordan Davenport and Dan Blakely. He also said the department has had 362 collective runs for the year.

William Rofkar made a motion to contract with W.W. Williams of Toledo in the amount of $9,284.85 for Fire Engine 22 repairs. Gary Mortus seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway said the township was awarded a grant for the purchase of three ballistic vests made earlier this year.

Maintenance

Dan Barlow said he will be ordering a couple totes of beet juice from Independent Ag in preparation of the winter weather. He said the trucks are ready for winter road maintenance.

New Business

William Rofkar said the 18’ steel fire boat sold on GovDeals.com for $2,021.

Gary Mortus made a motion to approve payment of expenses for the Township Trustees and Fiscal Officer to attend the 2018 Ohio Township Association Winter Conference in January. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to participate in the Ottawa County Engineer’s road salt program for the 2017-2018 winter. William Rofkar seconded the motion. All voted aye. Motion carried.

A discussion took place regarding the health insurance renewal for 2018. Ohio Insurance Services is no longer offering an option for The Ohio Public Entity Consortium Healthcare Cooperative (OPEC-HC). Ohio Insurance Services offered three health insurance renewal options including Anthem, Medical Mutual, and Aetna.

William Rofkar made a motion to renew health insurance with Medical Mutual as proposed by Ohio Insurance Services Agency, Inc. for the January 1, 2018 renewal period and authorize Fiscal Officer Karen Shaw to execute the necessary paperwork for the new plan. Gary Mortus seconded the motion. All voted aye. Motion carried.

Trustees agreed the administration building sign can be used to announce the Community Thanksgiving meal being served at Trinity United Methodist Church Thursday, November 23.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:15 p.m.
