Meeting Minutes

April 24, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, April 24, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Diane Belden, Brad Schwan, Reggie Langford, Lawrene Montowski, Joe Helle, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the April 10, 2018 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $64,476.27. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Ellen Greene Bush requesting use of the Community Hall and waiver of rental fee for her group American Promise to bring “Granny D”, a one-woman show, to the area.

A letter from Janet Traub concerning the curve at Scott Point on Northeast Catawba Road following heavy waves from the northeast wind and loss of beach rocks.

A resolution from American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

A letter from the Ottawa Regional Planning Commission regarding the FY 2018 Community Development Block Grant Program second meeting scheduled to be held May 15, 2018.

A letter from the Ottawa County Board of Elections regarding the Primary Election to be held Tuesday, May 8, 2018 and appreciation expressed for use of the township Community Hall as a polling location.

A letter from Joyful Connections announcing ten years of serving children in Ottawa County and asking for support to help move to a larger location to accommodate the increased need in the community.

Fiscal

Matt Montowski made a motion to reallocate $20,000 from 2021-330-190 Salaries to 2021-760-740 Machinery, Equipment, and Furniture for the purpose of purchasing snow plows from the Gas Tax Fund. William Rofkar seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway said Devin Pollock and Rob Schraidt are at Owens Community College for two days of training.

John Gangway also discussed the potential for eFiling traffic tickets in the future. He said the electronic filing of traffic tickets is a way to digitize and upload information to the state and more will be learned as the process is being implemented at various agencies over the next twelve months.

Maintenance

Maintenance Supervisor Dan Barlow said his crew will begin road berm work next week.

Dan Barlow presented a quote from The Kreimes Company for $750 per court to add pickleball striping to the tennis courts. William Rofkar presented a quote from Roc-N-Roll Striping for $300 per court. William Rofkar said Roc-N-Roll Striping is the company out of Westlake that did the paint striping when the tennis courts were repaired a couple of years ago.

William Rofkar made a motion to contract with Roc-N-Roll Striping for a total of $600 to add pickleball striping to the two tennis courts at Heigel Park. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said the basketball court at Heigel Park is in dire need of some maintenance.

William Rofkar said he would look into the cost of repairing with the same surface as the tennis courts were recently repaired.

Dan Barlow said the restrooms at Heigel Park are now open and operational. He said the restrooms at the boat launch ramp will be open by the end of the week.

Dan Barlow said they have been loading mulch and will continue through May.

Fire

Fire Chief Kevin Wylie said he discussed the Harbor Island bridge with a representative from the Fire Marshall’s office who said they have documentation to support the bridge load limit was increased to 34 ton.

Kevin Wylie said Louis Wargo is attending Fire Department Instructor’s Conference and would like to know if a portion of his expenses could be reimbursed.

Trustees agreed Louis Wargo should present his FDIC expenses for possible partial reimbursement.


New Business

Parks Board members Reggie Langford, Brad Schwan, and Diane Belden discussed signs they would like for marking the Nature Preserve and an opportunity for a grant through the Solid Waste District to cover 75 percent of the cost of the signs made of recycled materials.

Trustees agreed they would be in support of the recycled signs project.

Gary Mortus said he responded to the letter from Janet Traub regarding Scott Point on Northeast Catawba Road and explained that the Ohio Department of Transportation does not intend to do anything at this time due to extensive road repairs needed in other areas around the county but ODOT agreed to contact the township if they plan to do something in the future.

The Trustees discussed the letter of request from Ellen Greene Bush. The Trustees agreed her organization, American Promise, could rent the Community Hall for the “Granny D” program but did not waive the rental fee due to the political nature of the program.

Matt Montowski made a motion to approve a donation in the amount of $200 to the American Legion Post #113 of Port Clinton for observing Memorial Day at Catawba Island Cemetery. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:30 p.m.
