Catawba Island Township Board of Township Trustees

Meeting Minutes

May 8, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, May 8, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Ernest Wylie, Lawrene Montowski, Rick Smetzer, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the April 24, 2018 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $60,237.54. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Briana Busby requesting use of the Community Hall for a family function.

Trustees agreed Briana Busby could use the Community Hall and waived the rental fee.

A letter from the Ottawa Regional Planning Commission regarding the second hearing for the Community Development Block Grant Program rescheduled for May 24.

An invitation from the Ottawa County Riverview Healthcare Campus to their Remodeling Project Update Presentation Tuesday, May 15.

An invitation from Lake Erie Shores and Islands in partnership with the Erie County Economic Development Corporation to the Compass Learning Series 2 program with Dr. Gary Schwartz on topics of Talent Management, Motivation and Empowerment/Customer Service to be held May 15.

A letter from Craig Koerpel regarding the grand opening for the Catawba Museum at Union Chapel scheduled for Saturday, June 16. Craig Koerpel requested the closure of East Porter Street at two locations the morning of the grand opening due to the number of people anticipated to attend.

The Trustees agreed they would close the road briefly in the area of the Union Chapel during the grand opening ceremony of the Catawba Museum.

Fiscal

Fiscal Officer Karen Shaw presented the April 2018 financial reports and bank reconciliation. There were no questions or concerns.

Police

Police Chief John Gangway said he met with the vendor installing the camera system and smoke alarms and nearly half of the total project is completed.

Maintenance

Maintenance Supervisor Dan Barlow presented a quote from A.T. Emmett for $3,720 for electrical upgrades needed at the West Harbor Boat Launch Ramp.

Gary Mortus made a motion to enter into a contract with A.T. Emmett for work at the boat launch area to upgrade the electrical service at a cost of $3,720. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow presented a quote from Barnes Nursery Inc. in the amount of $17,917 for grinding material at the compost facility.

Trustees said they would like to see another bid or two before making a decision on the project as the provided cost quote is higher than usual.

Dan Barlow said he is concerned with the amount of material being hauled in by commercial contractors.

Trustees agreed to contact known high volume contractors and tell them they are not to bring any more material at this time as the facility is nearing capacity.

Fire

Fire Chief Kevin Wylie said engine 224 is going in for annual service and a pump test will also be performed of the vehicle.

Kevin Wylie said Louie Wargo recently attended the Fire Department Instructors Conference in Indiana and provided a list of his expenses totaling $1,835.

Matt Montowski made a motion to reimburse Louie Wargo $920 for FDIC expenses. William Rofkar seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said there were nine zoning permits and four variances issued in April with a total of $1,752.36 collected in fees.

New Business

Karen Shaw presented the property and liability insurance renewal which included the Ohio Plan Advantage Premium Package of $47,300 less the Advantage Credit of $9,439 for a premium total of $37,861 with an effective date of coverage from June 15, 2018 to June 15, 2019. She stated the premium total is considerably less than last year due in part to a claim falling off the loss report.


William Rofkar made a motion to renew the contract with Hylant Administrative Services and Ohio Plan Risk Management, Inc. for township property and liability insurance for the year June 15, 2018 through June 15, 2019 in the amount of $37,861. Matt Montowski seconded the motion. All voted aye. Motion carried.

The Trustees discussed a two and a half acre parcel owned by the township near Heigel Park and the possibility of obtaining proposals for clearing the parcel in order to create a dog park.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:15 p.m.
