Catawba Island Township Board of Township Trustees

Meeting Minutes

October 9, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, October 9, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Ernest Wylie, Diane Belden, Dave Belden, Rick Smetzer, and
Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the September 25, 2018 Board of Trustees regular meeting minutes as presented William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve the minutes from the September 26, 2018 special meeting with Catawba Island Volunteer Fire Department members. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $18,973.38. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Robert Christiansen, Jr. requesting use of the Community Hall on December 2, 2018 for a family function.

Trustees agreed Robert Christiansen, Jr. could use the Community Hall and waived the rental fee.

Fiscal

Fiscal Officer Karen Shaw presented the September 2018 financial reports and bank reconciliation. There were no questions or concerns.

Police

Police Chief John Gangway said the 2010 Ford Crown Vic sold on GovDeals.com and has been paid for and picked up.

Maintenance

Maintenance Supervisor Dan Barlow presented a proposal from The Kreimes Co. for $7,982 for repairs to Hickey Ridge Road and adjacent driveways following drainage project repairs.

William Rofkar made a motion to contract with The Kreimes Co. for asphalt repairs in Hickory Ridge subdivision following the drainage project repairs. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fire

Fire Chief Kevin Wylie presented a proposal for “Paid On Call” for the Volunteer Fire Department members.

Trustees agreed to review the proposal and discuss at a future meeting.

Kevin Wylie invited Trustees to a demonstration by Fire Safety Services on Tuesday, October 16, at 6:00 p.m. of the new air packs and bottles available. He said current equipment will soon be out of service and new equipment will need to be purchased early next year.

Zoning

Matt Montowski said there were eleven zoning permits and three variances issued in September with a total of $1,743.01 collected in fees.

New Business

Diane Belden said the Parks Board will host a Fall Walk at the Cedar Meadow Preserve again this year. She said this year they plan to host it in conjunction with the Catawba Island Volunteer Fire Department Ladies Auxiliary Trunk or Treat scheduled at the Fire Station on Sunday, October 28, from 2:00 to 4:00 p.m. The Fall Walk will begin at 1 p.m. prior to Trunk or Treat at the fire station.

Trustees approved an expenditure of approximately $100 for the purchase of pumpkins by the Parks Board for the event.

Diane Belden also said that Wreaths Across American will be December 15 this year.

Dave Belden said on behalf of Port Clinton City Schools there is a renewal issue on the ballot in November for an extension of the levy that started in 1974 and renews every 5 years. He said it is a 2.3 mils levy and for a $100,000 home owner it costs $17 a year and the monies can only be used for text books and other educational materials.

Gary Mortus explained the township usually purchases salt for winter road maintenance from the Ottawa County Engineer’s Office, however they have not received a bid this year so the township is looking at other options to purchase salt for the upcoming winter. He said historically the township utilizes between 300 and 500 tons of salt and currently we have approximately 200 tons in storage.

Gary Mortus made a motion to pass a Resolution to participate in the Ohio Department of Transportation (ODOT) supplemental salt contract for up to 150 tons of salt that Catawba Island Township would be required to purchase if ODOT is able to obtain a bidder. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:00 p.m.
