Meeting Minutes

October 23, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, October 23, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Ernest Wylie, Julie Wylie, Chris Dickey, Michael Bassett,
Rick Smetzer, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the October 9, 2018 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $74,905.58. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Toni Letterhos requesting use of the Community Hall for a family function and a request to waive the fee because her husband Tom Letterhos is a volunteer fire fighter.

Trustees agreed the Letterhos family could use the Community Hall and waived the rental fee.

A letter from the Ottawa County Board of Elections regarding the General Election scheduled for Tuesday, November 6, 2018.

Notification from the Joint Solid Waste District regarding the tire recycling trailer that will be available at the Ottawa County Highway Garage Monday, October 29, through Thursday, November 1 for tires found along the roadsides or generated by public entities.

A letter from Joyful Connections outlining their services and requesting support to help move to a larger location to accommodate the increased need in the community.

Fire

Fire Chief Kevin Wylie presented a proposal from W.W. Williams of Toledo for $4,234.3 to repair Engine 221 and perform annual preventative maintenance as needed.

William Rofkar made a motion to approve W.W. Williams of Toledo to perform preventative maintenance on fire engine 221 and make necessary repairs not to exceed $5,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees agreed to move forward with the Paid On Call proposal for the fiscal year 2019 presented by the Catawba Island Volunteer Fire Department Chief Kevin Wylie. Trustees agreed the plan design will be reviewed and formalized by year end.


Police

Police Chief John Gangway said officers kept an eye on individuals from outside the township trying to bring items to our fall cleanup collection. He said they turned individuals away as needed.

Maintenance

Maintenance Supervisor Dan Barlow said they would like to replace tires on the F150.

Trustees agreed to the purchase of four tires from Severe Service Treaders for approximately $820.

Dan Barlow said they received two proposals for grinding mulch at the compost facility; Lake Erie Tree Service, $19,000 and Barnes, $19,970.

Gary Mortus made a motion to contract with Lake Erie Tree Service for $19,000 for grinding at the compost facility per provided estimate 1455. Any additional cost incurred due to foreign material shall not exceed $2,500. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow discussed extensive repairs needed on the 2003 International dump truck including hoses, shocks, air dryer, power steering lines, breaks, fuel injection, and windshield replacement. Dan Barlow said Selking International in Fremont is working on a quote for the necessary repairs.

Trustees agreed they would like to wait for the quote before moving forward on the repairs.

Dan Barlow said they would like to add wheels to the soccer nets at Heigel Park for ease in transporting the heavy framed nets.

Trustees agreed to the purchase of a set of four wheels for the soccer nets at a total cost of approximately $950.

Dan Barlow said he received a quote of $6,200 from Masonry Construction for two shuffleboard courts complete with painting.

Trustees agreed to consider the proposal for the installation of shuffleboard courts at Heigel Park.

Dan Barlow presented a one year or three year contract for $2,750 each year from DBi Services (DeAngelo Brothers LLC) for bare ground and ditch spraying at Rock Ledge along Sand Road, West Harbor Marina Boat Launch area, and the ditch pump area off State Route 53.

William Rofkar made a motion to approve a three year contract for $2,750 with DBi Services for spraying in the township at Rock Ledge, West Harbor Marina Boat Launch Area, and ditch pump area off State Route 53. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees and Dan Barlow discussed the need to purchase bulk salt for winter road maintenance. Dan Barlow said Matt Holcomb has purchased salt and is making it available at a cost of $121 per ton delivered. The Trustees agreed to wait to hear from the Ohio Department of Transportation to see if salt will be available through their bid process.


New Business

Chris Dickey of the Black Swamp Conservancy asked for township approval so the Black Swamp Conservancy can apply for Clean Ohio funding in order to purchase property in the township. He provided a map of the property consisting of approximately 21 acres of tillable land and 18 acres of submerged land. Chris Dickey said they are acting on the request of property owner Norma Nehls and her desire to preserve and permanently protect the property.

Matt Montowski made a motion to authorize and fully support Black Swamp Conservancy’s application to the Clean Ohio Green Space Conservation Program for the project to preserve land currently owned by Norma Nehls in Catawba Island Township, Ottawa County. William Rofkar seconded the motion. All voted aye. Motion carried.

Michael Bassett spoke briefly and said he is a candidate for Ottawa County Commissioner.

William Rofkar made a motion to continue membership in the Ohio Public Entity Consortium for dental, vision, life and disability programs. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees agreed to renew the annual public official bond for Zoning Inspector Todd Bickley and also agreed there was no need to renew the bond for former Zoning Inspector Walter Wehenkel as there is no pending litigation from his time of employment.

Matt Montowski presented a request from a township resident regarding document shredding. The Trustees agreed they would be interested in offering the service annually if there were no cost or only a minimal cost to the township. Matt Montowski agreed to follow up on the matter.

Matt Montowski said the Parks Board has asked Trustees to reconsider parking for the Cedar Meadow Preserve and is requesting six spaces be designated behind the maintenance salt shred beside the pavilion located behind the fire station.

William Rofkar said he feels inviting more traffic into that area is a bad idea. He said police cars, maintenance trucks loading salt, and fire department vehicles are just a few concerns.

Gary Mortus said he feels individuals visiting the preserve should not have concerns parking at the administration building parking lot and walking the short distance to the preserve.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:14 p.m.
