Meeting Minutes

January 22, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, January 22, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, and Lawrene Montowski,

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the January 8, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $46,013.68. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from James Woodard expressing sincere appreciation for the immediate response of Catawba Island Township first responders to a medical emergency at his home in early January and for the excellent care he received.

A letter from the neighbors of Maplewood Allotment concerning the property at 4095 N. Crogan and garbage piled up outside of the house.

A letter from the Ottawa County Engineer’s Office regarding the Annual Bridge Condition Report with a summary of the conditions for structures in Ottawa County.

Maintenance

Maintenance Supervisor Dan Barlow presented a quote from Jacks’ Amish Country Konnection, LLC in the amount of $7,648 for six poly picnic tables and four child size poly picnic tables which contain over 90% recycled material. Dan Barlow said he would like the new tables for use under the pavilion at Heigel Park and would like the Trustees to adopt a resolution to pursue an application for a Competitive Funding Grant from the Solid Waste District for the project.

Matt Montowski made a motion to pursue the application of a Competitive Funding Grant from the Ottawa, Sandusky Seneca, Solid Waste District in the amount of $5,916 or 75% toward the purchase of the poly picnic tables with an original quote from Jack’s Amish Country Konnection in the amount of $7,648 and a calculation of $240 for township maintenance labor to be considered in the total and that Catawba Island Township will provide 25% matching funds in the amount of $1,972 for the project. Gary Mortus seconded the motion. All voted aye. Motion carried.

Dan Barlow presented two quotes from Judco Truck Equipment for consideration in upgrading the township one ton including the repair of the central hydraulic system and purchase of a new dump body to extend the life of the truck.

Gary Mortus made a motion to contract with Judco for a Central Hydraulic System for the one ton truck in the amount of $19,655. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to contract with Judco for a new Dump Body, Electrical System, Spreader, and Miscellaneous items for the one ton truck in the amount of $31,680. Matt Montowski seconded the motion. All voted aye. Motion carried.

Zoning

Trustees agreed a letter will be sent to Marine Max requesting that a semi-trailer parked close to the building in a fire lane be moved as it is a zoning violation.

Matt Montowski said the Board of Zoning Appeals moved up their meeting time from 7:00 p.m. to 6:00 p.m. the second Wednesday of each month.

New Business

Gary Mortus made a motion to hire Bradley Busby as a casual labor primarily for snow plowing as necessary at the casual labor rate of $14 per hour. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to participate in the Ottawa County Engineers 2019 Road Resurfacing Program according to the provided estimates which include: Hickory Ridge $45,676.74; Woodland Drive $76,081.55; and Valley Drive $28,006.04 for an estimated total of $149,764.33. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski said he will talk to the owner of the property in the Maplewood Allotment again regarding the trash piling up.

Matt Montowski said the Ottawa County Township Association meeting is scheduled for Thursday, January 24, 2018 at 5:30 p.m.

Gary Mortus made a motion to approve a Social Media Policy for Zoning and Parks Board Members. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adopt the OPEC Funding Plan. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:05 p.m.
