Meeting Minutes

February 12, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Vice Chairman Matt Montowski on Tuesday, February 12, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, and Dave Belden

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the January 22, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the payroll, in the amount of $61,709.64. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Donald Melena expressing sincere appreciation for roadside assistance received from township police officer James Stewart during recent severe weather.

A letter from U.S. Census Bureau employee Bert Matlock requesting use of the Community Hall to be used for training for future operations.

Trustees agreed Bert Matlock could use the Community Hall for training as requested and waived the rental fee for the U.S. Department of Commerce, Bureau of Census.

An email from Craig Miller of the Ottawa County Engineers Office regarding new estimates for township road resurfacing in 2019.

A letter from Charter Communications announcing an internal corporate reorganization, and that Spectrum Mid-American, LLC now holds the state-issued authority to operate the cable system within the township. There was no change in control of the cable franchise and there will be no change to the service the community receives from Charter.

A letter of thanks from the Port Clinton Area Chamber of Commerce for renewing membership.

Fiscal

Fiscal Officer Karen Shaw presented the January 2019 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were six zoning permits and one variance issued in January with a total of $699.08 collected in fees.
Maintenance

Dan Barlow said maintenance personnel have been working on in house repairs including the maintenance shop restroom which had water damage and required new flooring and a sink.

Dan Barlow said maintenance personnel also continue to replace lighting in township buildings with LED bulbs. He said the police station was converted last year and they will work on completing the maintenance shop bays, converting the fire station, and the administration building conference room next.

Trustees agreed converting to LED light bulbs was a good project.

Fire

Fire Chief Kevin Wylie presented four new member applications.

Gary Mortus made a motion to appoint the following four new members to the Catawba Island Volunteer Fire Department for a one year probationary period: Cindy Fregeolle, Julie Hefflinger, Christopher Scott, and Robert Hoffman Jr. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski said he would like to meet with fire department personnel and three different EMS billing companies at 6:00 p.m. prior to the next three regular Trustee meetings to discuss the prospect of EMS billing.

New Business

Gary Mortus made a motion to adopt a new township credit card policy as presented by the Fiscal Officer. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski said Diane Belden submitted an email requesting to participate in Wreaths Across America again this year Saturday, December 14, 2019 at Catawba Island Cemetery.

Trustees agreed to Wreaths Across America at the township cemetery in 2019 as requested.

Karen Shaw said following the last regular meeting new estimates were received from the Ottawa County Engineer’s Office for 2019 Road Resurfacing and a new motion was necessary.

Gary Mortus made a motion to participate in the Ottawa County Engineers 2019 Road Resurfacing Program according to the estimates received in late January which include: Hickory Ridge $45,676.74; Woodland Drive $69,859.37; and Valley Drive $27,365.71 for a total estimate of $142,901.82. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski said the Trustees will meet with personnel from the Ottawa County Engineers Office Wednesday, March 6, at 8:00 a.m. for the annual road review.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:00 p.m.
