Meeting Minutes

December 30, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, December 30, at 7:30 p.m. in the conference room.

In attendance were: Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Jim Stouffer, David Belden, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the December 10, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $97,838.57. The total includes a payment of $17,853 to JVS Door for the gate installed at compost facility and a payment of $8,970 to Barnes Nursery for grinding at the compost facility. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ottawa County Board of Elections regarding the Primary Election to be held Tuesday, March 17, 2020 and appreciation expressed for use of the Community Hall as a polling location.

A letter from the Ottawa County Engineers Office regarding the Annual Condition Bridge Report providing a summary of bridge conditions for structures in Ottawa County.

Karen Shaw said Jim Stouffer called and said the Catawba Island Club is hosting an event and asked to use the Community Hall parking lot on Sunday, January 5, for overflow parking.

Trustees agreed Catawba Island Club can use the Community Hall parking lot for overflow parking on Sunday, January 5, as requested as the hall is available and not rented out that day.

A letter from Ohio Insurance Services Agency regarding the ACA Small Employer Reporting Program.

Trustees agreed to continue participation in the program for the 2019 tax year. The cost for the small employer group annual fee is $50 plus $15 per covered employee.

A letter from Frank Harmon of Ohio Insurance Services Agency regarding the current Chamber Plan and renewal discussions anticipated for February.

Police

Police Chief John Gangway said Officer Todd Parkison returned to work on December 20 from a brief approved unpaid leave.

John Gangway discussed a possible upgrade to Windows 10 software on the six or seven township computers. John Gangway said he is looking into various options and the cost.

New Business

Jim Stouffer thanked the Trustees for an incredible decade and expressed appreciation for the continued support in the community, as well as from police and fire. Additionally, Jim Stouffer wished Gary Mortus well in his future and emphasized he will be missed on the Board of Trustees.

Matt Montowski made a motion to approve temporary appropriation for 2020 as presented by the Fiscal Officer. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion accept Catawba Island Volunteer Fire Department Chief Kevin Wylie’s resignation effective December 31, 2019. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar said Will Moore will continue as interim CIVFD Chief until a new Chief is appointed.

William Rofkar made a motion to continue to provide health care coverage for all eligible township employees and elected officials in 2020. He said coverage continues to be provided through Ohio Insurance Services. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to hire Karl Oreskovich as a casual labor employee for seasonal work as needed with the maintenance department at the casual labor wage of $14 per hour.
William Rofkar seconded the motion. All voted aye. Motion carried.

Trustees will hold a Reorganizational meeting for 2020 on Monday, January 6, at 7:00 p.m.

William Rofkar and Matt Montowski thanked Gary Mortus for his 32 years of service as township trustee.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 7:55 p.m.
