Special Meeting

March 31, 2020

Catawba Island Township Trustees held a special meeting on Tuesday, March 31, at 4:00 p.m. in the conference room of the administration building. The purpose of the meeting was to discuss the Paid Administrative Leave policy and job duties performed by township maintenance personnel.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, and Randy Riedmaier.

Matt Montowski presented a list of job duties he felt were essential for maintenance personnel to perform during the imposed shut down and in conjunction with the Paid Administrative Leave policy adopted at the March 24 meeting. He said he would like to see maintenance personnel return to work while adhering to the recommended social distancing and safety procedures.

A partial list of essential job duties discussed includes burials, maintenance of equipment, vehicles, and buildings, clean and sanitize administration building, prepare mowing equipment for the season and obtain parts for equipment, pick up leaves and brush, maintain the ditch pump, keeps roads clear of debris and dead animals, monitor and maintain compost area.

A lengthy discussion took place regarding essential personnel and essential job duties.

William Rofkar said he did not agree all the job duties presented on the list were essential, but rather business as usual, and would like to see maintenance personnel stay home on Paid Administrative Leave unless absolutely necessary.

Matt Montowski and Diane Belden agreed the Paid Administrative Leave policy adopted at the last meeting is appropriate but would like to have at least one maintenance employee work per day and have some of the listed job duties they agree to be essential performed.

Diane Belden made a motion to extend the Paid Administrative Leave policy through May 1. William Rofkar seconded the motion. All voted aye. Motion carried.

All three Trustees agreed beginning April 1 it is essential to have at least one full-time maintenance employee on duty for the normal eight hour shift each day while two or more employees will report to work as essential for certain job duties.

Diane Belden said Fire Chiefs Johnson and Gibbons have agreed Catawba Island Volunteer Fire Department will not respond to Catawba EMS calls at this time. She said only Port Clinton Fire Department will respond to Catawba EMS calls in an effort to keep Catawba Island EMS personnel healthy in the event Port Clinton EMS personnel become compromised. Diane Belden said CIVFD members will respond to fire calls as normal.

Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 5:20 p.m.
