Meeting Minutes

April 28, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, April 28, at 7:30 p.m. in the conference room.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Jim Stouffer, Louie Wargo, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the April 14, 2020 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll and first quarter CIVFD payroll, in the amount of $67,046.60. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

A resolution from American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

An email from Tim Neal expressing concerns both Tim Neal and John Callahan have with regard to an adjacent property located at 5525 E. Channel Drive that for the last three years has had high grass that turns to hay and is believed to have rodents and rabbits living in the hay.

A letter from the Ohio Environmental Protection Agency regarding the 2019 Compost Facility Annual Report. The Ohio EPA found the report to be complete and no deficiencies were noted.

An email from resident Andrea Kummero expressing interest in serving on the Catawba Island Parks Board.

Fire

Louie Wargo said the fire department responded to seven fire calls and fourteen EMS runs in the month of March.

Louie Wargo presented a quote from Finley Fire Equipment for eight 2.5 inch nozzles at a cost of $725 each.

Diane Belden made a motion to purchase eight 2.5 inch nozzles from the Finley Fire Equipment not to exceed $6,000 including shipping. William Rofkar seconded the motion. All voted aye. Motion carried.

Louie Wargo also presented an updated apparatus replacement proposal.


Maintenance

Two quotes for grinding mulch at the compost facility were presented. Barnes Nursey quoted $6,760 which included hauling material off site and Lake Erie Tree Service quoted $5,500 with grinding chips to remain on location.

Trustees agreed the township request for bid was not clear that material must be hauled off site and said Lake Erie Tree Service should be contacted to see if they are interested in adjusting their bid to include hauling material away.

Brent Bucci contacted maintenance personnel recently regarding the sea wall at Gem Beach and asked if the township was doing anything to stabilize the sea wall.

Trustees said they are working with the Ottawa County Prosecutor to verify ownership of the sea wall and have talked to the Ottawa County Engineer regarding the situation.

Trustees agreed maintenance personnel should crack seal several roads prior to the overlay work that is contracted with Pavement Technology and scheduled for the end of May and early June.

William Rofkar said the Paid Administrative Leave policy implemented for township maintenance personnel is extended through May 1 and he feels very strongly that it should be extended due to the continued stay at home order.

Matt Montowski and Diane Belden agreed there is plenty of work to be done to maintain township property and equipment and would like maintenance personnel to return to work on May 4.

There was no motion to extend the Paid Administrative Leave beyond May 1, therefore full time maintenance personnel shall return to work on May 4 and continue safe work practices and physical distancing.

New Business

William Rofkar made a motion to approve a donation in the amount of $200 to the American Legion Post #113 of Port Clinton for observing Memorial Day at Catawba Island Cemetery.
Diane Belden seconded the motion. All voted aye. Motion carried.

Trustees discussed the continued high grass at the property located at 5525 E. Channel Drive and agreed to send the property owner a letter requesting action be taken voluntarily to remedy the situation, but noted if some activity is not taken to maintain the grass and noxious weeds the Trustees will be forced to consider alternative actions to accomplish the task.

Matt Montowski said Andrea Kummero is welcome to apply for the Park Board when the open position is advertised in the near future.

William Rofkar made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 8:40 p.m.
