Meeting Minutes

May 12, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, May 12, at 7:30 p.m. in the conference room.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Jim Stouffer, Louie Wargo, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the April 28, 2020 Board of Trustees regular meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to approve and pay the bills, including the last payroll, in the amount of $30,118.45. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

An email from Marie Metcalfe wishing to sell back to the township a cemetery space owned by her mother, Agnes Kocour, that she no longer needs.

Trustees agreed to purchase the space back from Agnes Kocour for $100, the price originally paid.

An email from Jim Darr of the Solid Waste District regarding a summer television and electronics collection. The Solid Waste District is requesting a township property location to hold the event.

Trustees agreed the Solid Waste District could use the West Harbor Boat Launch area for the event.

Fiscal

Fiscal Officer Karen Shaw presented the April 2020 financial reports and bank reconciliation. There were no questions or concerns.

Fire

Louie Wargo said the volunteer fire department responded to six fire runs in April. He said they did not respond to any EMS runs as first responders due to the current COVID situation.

Louie Wargo presented a quote from Fire Safety Services for $13,650 to extend the life of 39 SCBA cylinders through recertification rather than purchasing new cylinders. He said the process will extend the life of the cylinders by 15 years. Louie Wargo said this represents half of the total air bottles and that the remaining cylinders will be recertified when these 39 are returned to service.

Diane Belden made a motion to contract with Fire-Safety Services for $13,650 to extend the life of 39 SCBA cylinders. William Rofkar seconded the motion. All voted aye. Motion carried.

Trustees agreed to hold a special meeting with fire department officers on Tuesday, May 26, at
6:30 p.m. regarding future equipment needs and finances. The meeting is open to the public.

Zoning

Matt Montowski said there were nine zoning permits issued in April and one variance with a total of $713.84 collected in fees.

Maintenance

Dan Barlow said he followed up with Lake Erie Tree Service regarding the quote for grinding presented at the last meeting and they do not want to remove any of the compost material off site.

William Rofkar made a motion to contract with Barnes Nursey for $6,760 to grind material at the compost facility and haul away. Diane Belden seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway presented two quotes and said he received a call regarding a fishing tournament in mid to late October launching from the township ramp. He said there will be approximately twenty boats involved and they were just giving the township advance notice.

Diane Belden made a motion to purchase ammunition for the police department from Kiesler Police Supply for $2,002.42. William Rofkar seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to purchase a weapon mount for $572 from Statewide Ford including installation in a police vehicle. William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

Jim Stouffer discussed a potential private fireworks display for CIC members. He said typically the Memorial weekend display is over the lake drawing people to the state park but under the current circumstances it is not their goal to draw people together. Jim Stouffer said they would like to put on a smaller display for members just north of Beach Club Road if Trustees are in agreement. He said they will work with the fire department and police to make sure it is managed appropriately. Jim Stouffer also said at noon on May 24, they will hold a virtual Blessing of the Fleet ceremony complete with a flyover.

Trustees agreed they do not usually get involved in the decision making for private fireworks displays but appreciate the advance communication of both events.

William Rofkar said he was contacted by the Catawba Island Historical Society and asked if maintenance personnel would help move a sign from Don Rhodes’ property to behind the chapel. He said the CIHS also wants to apply to have the chapel listed on the National Historic Registry.

Trustees agreed if the sign could be moved easily, maintenance personnel could assist in the move.
Matt Montowski said he would like more information regarding the National Historic Registry requirements.

William Rofkar made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 8:25 p.m.
