Meeting Minutes

September 8, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, September 8, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Ernie Wylie, Jordan Davenport, Dave Belden, Jack Madison, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the August 25, 2020 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $40,042.02. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

Certification from the Ottawa County Board of Health that the amount to be included in the Budget for our Taxing District for support of the General Health District for the fiscal year 2021 is $62,919.01.

An email from David Field inquiring as to a remedy for the drainage pattern in the 4000 block of E. Moores Dock Road.

The 2019 Annual Report from the Ohio Plan.

A solicitation from Mann Technologies offering IT services.

Fiscal

Fiscal Officer Karen Shaw presented the August 2020 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were nine zoning permits issued in August and two variances with a total of $1,694.20 collected in fees.

Matt Montowski said an individual who applied for a permit to build a new home recently withdrew the application and requested a refund of the $112.36 permit fee.

Trustees agreed that since some work had already been completed toward processing the zoning application they would allow a 50% refund of the fee.

Police

Police Chief John Gangway said a couple of new office chairs are needed for the police department.

Trustees agreed the police department can purchase a couple of chairs for the office as needed.

Matt Montowski said he and Police Chief John Gangway recently attended a Fairway Villas Home Owners Association meeting to answer questions related to the township and public safety.

Maintenance

Maintenance Supervisor Dan Barlow presented a quote from the Kreimes Company for $1,500 to repair the trench that was cut across Weyhe Road in order to repair the storm drain.

William Rofkar made a motion to approve a contract with the Kreimes Company to repair a trench across Weyhe Road for $1,500. Diane Belden seconded the motion. All voted aye. Motion carried.

Dan Barlow presented two quotes for 270 cubic yards of delivered certified engineered wood fiber for playground surfacing: Barnes Nursery, $7,046; HG Landscaping, $7,803.

William Rofkar made a motion to purchase 270 cubic yards of engineered wood fiber for playground surfaces to be delivered from Barnes Nursery for $7,046. Diane Belden seconded the motion. All voted aye. Motion carried.

Dan Barlow said work on Muggy Road near the entrance to Catawba Bay will begin next week.

William Rofkar said the drainage issue on Moores Dock Road is likely due the higher than normal lake level which is sometimes higher than the catch basin level causing a backup. He said heavy rain events exacerbate the problem. William Rofkar said he would respond to David Field’s email.

New Business

Trustees agreed to cancel the Fall Clean Up days previously scheduled for late in October.

Trustees agreed to schedule Trick or Treat for Saturday, October 31, from 5:30 p.m. to 7:30 p.m. however residents and parents should make a decision they feel comfortable with in regards to participation.

William Rofkar said members of the Catawba Island Historical Society would like the bell in the tower of the Chapel to work properly. He said the steeple was inspected and the bell tower is safe, however, he feels if the historical society wants the bell to ring it should be at their expense and not remedied by the township. The Trustees all agreed it is not essential that the bell rings perfectly.

Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:15 p.m.
