Catawba Island Township Board of Township Trustees

Meeting Minutes

October 27, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, October 27, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Matt Montowski, William Rofkar, Diane Belden, Karen Shaw, Dan Barlow,
John Gangway, Ernie Wylie, Chris Spencer, Dave Belden, Jack Madison, Richard Helsper,
Ann Rumpf, Randy Riedmaier and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the October 13, 2020 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. William Rofkar and Matt Montowski voted aye. Motion carried.

Diane Belden made a motion to approve and pay the bills, including the last regular payroll and the third quarter CIVFD payroll, in the amount of $123,740.26. The total includes payments of $19,655 and $31,680 to Judco, Inc. to refurbish the central hydraulic system and replace the dump body on the maintenance truck. William Rofkar seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski introduced application 254894 a rezoning request initiated by Roger and Dale Spencer Trust to rezone a property from “A” Low Density residential to “R-6” Residential.

Chris Spencer said his grandfather originally owned the property and now they want to demolish the front house and build a two-story up and down duplex where he and his sister will reside.

The Ottawa Regional Planning Commission reviewed the request on September 15, and considered the following in reaching a recommendation:

1. The applicant is requesting to rezone Lot 55 in Gem Beach subdivision #1.
2. The Parcel is located at 6062 Poplar, Port Clinton, Ohio.
3. The adjoining parcels are as follows: The parcels located to the north and west are single family homes and are zoned “A” Low Density Residential. The parcels located to the south are single family homes and are zoned “A” Low Density Residential and “R-6” Residential. The parcels to the east open area of the condo development and a vacant lot are zoned “R-6” Residential.
4. The applicant would like to build a two family dwelling on the property.
5. The current land use plan identifies this area as “High Density Residential/Recreational Commercial”.

The Ottawa Regional Planning Commission voted to recommend approval of the rezoning request based on the Catawba Island Township Land Use Plan. The Catawba Island Zoning Commission met on September 23, and voted to approve the rezoning request.

William Rofkar made a motion to approve application 254894 as requested. Diane Belden seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway asked the Trustees to consider hiring Austin Troike as a part time police officer.

Diane Belden made a motion to hire Austin Troike as a part-time police office at a wage rate of $15.00 per hour beginning November 9, 2020 for a six month probationary period. William Rofkar seconded the motion. All voted aye. Motion carried.

Trustee agreed a ballistics vest should be purchased for the new part-time officer.

Maintenance

Maintenance Supervisor Dan Barlow said the drainage project in front of the fire station and maintenance building is nearly complete. He said it was necessary to pour concrete 14 inches thick and will cost slightly more than the original quote due to the extra concrete.

Dan Barlow said work on the two maintenance trucks is complete and they are back in service.

Dan Barlow said he would like to add Chris Scott to the list for snow plowing and other casual maintenance labor as needed. Chris Scott is a member of the volunteer fire department.

William Rofkar made a motion to hire Chris Scott for seasonal casual labor at a wage rate of $15.00 per hour to plow snow as needed and possibly perform other maintenance related duties as needed. Diane Belden seconded the motion. All voted aye. Motion carried.

Fire

Diane Belden said Kent Johnson reported Port Clinton EMS responded to 132 calls to Catawba Island for the third quarter with a total of 318 runs year to date.

Diane Belden made a motion to approve service and repairs to the 1992 Grumman Fire Truck, including replacement of tires, per provided estimate from W.W. Williams for $9,173.47.
William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

Matt Montowski said he received an email from Larry Fletcher of Lake Erie Shores and Islands regarding signs placed on the highway that highlight Catawba Is. Larry Fletcher said he receives calls asking “Is Catawba really an island and how do we get there?” He said they are updating the signs and asked if they could shorten the verbiage to just Catawba.

The Trustees agreed the signage should read Catawba Island spelled out and not abbreviated as there is also a village with the name Catawba in Clark County, Ohio and township personnel have had instances where deliveries where attempted at the wrong Catawba location.


Jack Madison discussed the Ottawa County Park District 0.6 Mil Levy on the upcoming ballot. He said the Ottawa County Parks Board does not have the funds to receive matching grants and passing the levy would help. Jack Madison said the cost is $21 per year for $100,000 property value.

Diane Belden said she has been in communication with the Ottawa County Health Department and they do not have any concerns with the township holding the annual Wreaths Across America ceremony as the activity is outdoors where social distancing is possible.

Trustees agreed the Wreaths Across American ceremony can take place on Saturday, December 19.

Trustees agreed they would review the Parks Board applications prior to the next meeting.

Matt Montowski made a motion to accept the resignation of Jeff Green from the Zoning Commission effective October 25. William Rofkar seconded the motion. Motion carried.

Diane Belden made a motion to transfer $20,000 from Fire Fund 2192-760-740 Machinery, Equipment, and Furniture to Fire Fund 2192-200-323 Repairs and Maintenance for the purpose of covering repair expenses for the Fire Department. William Rofkar seconded the motion. All voted aye. Motion carried.

Trustees agreed the Community Hall will remain closed for event rentals indefinitely due to the continued Coronavirus health crisis.

William Rofkar made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 8:40 p.m.
