Meeting Minutes

February 9, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, February 9, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw,
Kevin Johnson, John Gangway, Kevin Gibbons, Louis Wargo, Dan Barlow, Ann Rumpf,
Dave Belden, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the January 26, 2021 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $44,253.59. The total includes a payment in the amount of $8,505 to the City of Port Clinton for EMS runs over the contracted number of runs in 2020 ($315 each for 27 additional runs). Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ohio History Connection announcing the Union Chapel, owned by the Township, was given approval on December 4, 2020 by the Ohio Historic Preservation Advisory Board as qualified for inclusion in the National Register of Historic Places of the National Park Service, United Sates Department of the Interior. Based on the Board’s recommendation, the nomination has been signed recommending its listing on the National Register of Historic Places.

A letter from James Jessen thanking Trustees for promptly addressing concerns about light pollution and public safety.

A letter from Ohio Insurance Services Agency, Inc. regarding the upcoming healthcare renewal.

The Ottawa County Municipal Court Annual Report for 2020.

An invitation from the Ottawa Soil & Water Conservation District to the Ottawa County Agricultural Community Breakfast on March 19th at the Ottawa National Wildlife Refuge.

Notification from the USDA Ottawa-Lucas East County Farm Service Agency regarding the 2021 ARC/PLC Program Enrollment Deadline of March 15, 2021.

An email from Jim Radloff regarding his concern that Verizon 5G data boxes could appear in front lawns in the future after reading an article in the Houston Chronicle.

Trustees said local authorities do not have control over public utility easements.


Police

Police Chief John Gangway said a replacement ballistics vest is needed for an officer due to the lifespan certification date.

William Rofkar made a motion to purchase a ballistics vest from Superior Uniform not to exceed $1,300. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fire

Fire Chief Kevin Gibbons reported members responded to five fire calls, three were false alarms, and eleven EMS calls for a total of sixteen runs in January.

Kevin Gibbons said he met with Trustees individually and answered questions regarding the proposal for a new Type 6 MUV fire apparatus for a total of $232,854. He said the department has removed truck 227 from service as well as truck 230. Kevin Gibbons said the proposed vehicle also replaces the grass fire truck.

William Rofkar made a motion to purchase an HME Ahrens-Fox, Type 6 MUV fire apparatus on a 2020 F-550 Chassis, 4x4 SD Crew Cab, for a total of $232,854 from HME, Incorporated and authorize the Fiscal Officer to sign the Sales Agreement. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

William Rofkar said the Ohio EPA report for the compost facility was submitted on February 1.

William Rofkar said he met with Steve May from Catawba Island Club and the club agrees to install a fire hydrant at Cypress and Beach Club Road at their cost.

William Rofkar said he would like to hire Chris Scott as a full time maintenance employee. He said Chris Scott currently plows snow for the township as a seasonal casual labor employee and already holds a CDL license and knows how to operate a backhoe.

William Rofkar made a motion to hire Chris Scott at $18 per hour plus full benefits with a start date of Monday, March 1, with a six month probationary period. Matt Montowski seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said there were seven zoning permits issued in January and one variance with a total of $887.60 collected in fees.

Trustees agreed to the purchase of a new combination scanner and printer for $150 from Staples for the zoning office.


Fiscal

Fiscal Officer Karen Shaw presented the January 2021 financial reports.

Matt Montowski made a motion to approve a Then and Now purchase order to the City of Port Clinton for $8,505 for 2020 EMS overage runs of 27 calls at $315 per run. William Rofkar seconded the motion. All voted aye. Motion carried.

Karen Shaw read a communication from the Auditor of State Keith Faber regarding a new feature being offered that generates direct communication through an e-mail to the Board of Trustees if the entity’s Fiscal Officer has not posted a bank reconciliation in UAN in approximately 60 days.

William Rofkar made a motion to authorize the Fiscal Officer to activate this new feature and “opt-in”. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:14 p.m.
