Meeting Minutes

April 27, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, April 27, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, Kevin Johnson, John Gangway, Dan Barlow, Lou Wargo, Ann Rumpf, Jack Madison, Jim Stouffer, Dave Belden, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the April 13, 2021 Board of Trustees regular meeting minutes as received. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $63,510.20. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A notice from the Department of Commerce, Division of Liquor Control, that all permits to sell alcoholic beverages in the township will expire on July 1, 2021 and in order to maintain permit privileges, every permit holder must file a renewal application. Ohio Revised Code provides legislative authority with the right to object to the renewal of a permit and to request a hearing.

Fire

Lou Wargo said a gentleman recently stopped in and signed up to be a member of the fire department. He said the gentleman has not been approved by the Fireman’s Association and has not completed a physical or background check. Lou Wargo said the gentleman is interested in taking a basic fire class that begins Friday and although he is not approved as a department member yet, asked if the Trustees would be interested in reimbursing him upon successful completion of the fire class and becoming a member of the department.

William Rofkar said there is a system in place and at the very minimum a new member should be approved by the department and have a background check prior to approval of payment for training.

Matt Montowski said he is concerned with the liability if the gentleman is not yet a member of the fire department. Matt Montowski said the township is generous with paying for training but procedures need to be followed which does not generally involve personal reimbursement, but rather payment to the school providing the training.

Lou Wargo said Catawba Island Fire Department members responded to one fire call in March and 4 EMS calls for a total of 5 runs the month of March.

Lou Wargo said the CIVFD is scheduled to be on hand for the May 30 fireworks at the Catawba Island Club.


Lou Wargo said the department needs a replacement bar and chain for the chainsaw and the cost from Bill’s Implement will be approximately $400.

Trustees approved the purchase of the replacement parts as requested.

Maintenance

William Rofkar said the Spring Clean Up went well with the exception of a few glitches. He said the new location at the compost facility worked good and reported 735 vehicles dropped off items. William Rofkar said he would like to schedule the dates for Fall Clean Up a month earlier than usual and will confirm Thursday through Saturday, September 23 through 25. He said the hours will remain the same 9:00 a.m. to 7 p.m. Thursday and Friday and 9:00 a.m. to 2 p.m. Saturday.

New Business

Jim Stouffer discussed the Catawba Island Club Boat Show and shared intended traffic patterns and parking plans in anticipation of a safe event.

The Trustees and Police Chief appreciated the advance notice and plans shared regarding the event.

Matt Montowski said he spoke with Ottawa National Wildlife Refuge Manager Jason Lewis, who is working with the Black Swamp Conservancy on the Nehls property off Muggy Road. He said they are planning an Open House for July 17 and to stay tuned for more details.

Matt Montowski said the Zoning Commission will hear a case on April 28 that the case will likely come before the Trustees on May 11 at 7:00 p.m. prior to our regular meeting.

Diane Belden said she and two Parks Board members met with applicants interested in becoming a member of the Parks Board. She said all five applicants were excellent and eager to serve.

Diane Belden made a motion to appoint Vicki Wheatley to the Parks Board. William Rofkar seconded the motion. All voted aye. Motion carried.

Jack Madison said the Parks Board would like to ask Jerry Davenport to make an additional sign to hang on the Nature Preserve sign that would direct individuals to park at the Administration Building parking lot. He said the cost would be approximately $300.

Trustees agreed to the purchase of a directional sign for Nature Preserve visitor parking.

William Rofkar confirmed he is the contact for the Black Swamp Conservancy for correspondence involving the Nature Preserve.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:00 p.m.
