ZONING MEETING MINUTES

Trustees in attendance were Chairperson Diane Belden, Vice-Chairperson William Rofkar, and Matt Montowski. Todd Bickley, Zoning Inspector was also in attendance.

Matt Montowski called the Catawba Island Township Trustees Zoning Meeting to order at 6:30 p.m. The Pledge of Allegiance was recited.
Catawba Island Club – Minor Deviation, 2003 Catawba Island Club Golf Course P.U.D.
No Trustee had a conflict of interest.
Trustee Montowski read a letter from Steven A. May, Treasurer of the Catawba Island Club Corporation, requesting an approval of a Minor Deviation to the 2003 Catawba Island Club Golf Course P.U.D. The Minor Deviation consists of taking an area (approximately 95’ x 150’) behind the former Catawba Island Elementary School and converting it from overflow parking to a pet exercise are for use by CIC members, guests and PUD residents.
Mr. Stouffer apologized for the installation of the fence prior to obtaining Minor Deviation approval. Mr. Stouffer noted that the area will not be a dog park; it will be a recreational area for member’s pets. The area will not be lighted. The fenced area has been locked and has been unusable until approval is obtained from Catawba Island.
Trustee Montowski indicated that a public notice was placed in the Port Clinton News Herald and the notice was sent to the adjoining property owners.
There were no questions or comments from the audience.
Trustee William Rofkar made a motion to approve the Minor Deviation creating a 95’ x 150’ pet exercise area at 3321 NW Catawba Road and as reflected on the map submitted with the request. The motion was seconded by Trustee Diane Belden. On a voice vote, all Trustees voted in the affirmative.
Case #155306 – Dana Walker & Joseph Main “A” to “R-6”
Trustee Montowski indicated that the request is to rezone Lot 56 and the north 10’ of Lot 57 of Gem Beach Subdivision 1, also known as 6068 E. Poplar Avenue. The present zoning is “A” Residential Low Density District and the applicants request a change to the “R-6” Residential District.
No Trustee had a conflict of interest.
Trustee Matt Montowski read a letter from the Ottawa Regional Planning Commission, which recommended approval of the rezoning request. Trustee Montowski also noted that the Zoning Commission recommended approval of the rezoning application.
Mr. Bickley noted that the applicants will remove the existing cottage and originally proposed a single-family dwelling and obtained the necessary variances to rebuild. However, two separate families own the property and now a two-family dwelling is proposed. The “A” District does not allow for multiple family dwellings and as a result, the applicants have requested to rezone to the “R-6” District.
There were not questions or comments from the audience
Trustee Diane Belden made a motion to approve Case #155306. The motion was seconded by Trustee William Rofkar. On a voice vote, Trustees voted in the affirmative.
Case #155311 Gloria Rogers “A” – “R-2”
Trustee Montowski noted that the request is to rezone a 1.68 acre parcel of land in Fractional Section 26 at 821 NE Catawba Road. The present zoning is “A” Residential Low Density District and the applicant is requests a change to the “R-2” District.
No Trustee had a conflict of interest.
Trustee Montowski indicated that the applicant proposes to split the property into two (2) lots. In the “A” District, the minimum lot area is one (1) acre, the minimum lot width is 150 feet, and the minimum lot depth is 150 feet; while the “R-2” District requires a minimum lot area of 11,000 square feet, a minimum lot width of 80 feet, and a minimum lot depth of 12 feet. Trustee Rofkar questioned if the “R-1” District would work. Mr. Bickley noted that for the “R-1” District, the minimum lot width is 100 feet and the minimum lot area is 15,000 square feet. Mr. Bickley noted that it is possible that a lot could be created with a “R-1” zoning classification.
Gloria Rogers commented that the property still needs to be surveyed before determining whether the minimum size requirements can be met.
Trustee Montowski read a letter from the Ottawa Regional Planning Commission which recommended approval of the rezoning request. The zoning commission also recommended approval of the request.
Trustee Montowski read an email from Brad Gerke and Barbara Vonthron, objecting to the rezoning request.
There were no additional comments from Gloria Rogers and the audience.
Trustee William Rofkar made a motion to approve Case #155311. The motion was seconded Trustee Diane Belden. On a voice vote, all Trustees voted in the affirmative.
Adjournment
Trustee Diane Belden made a motion for adjournment. The motion was seconded by Trustee William Rofkar and the motion passed. The zoning meeting adjourned at 6:58 p.m.
