Meeting Minutes

June 14, 2022

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, June 14, at 6:00 p.m. in the conference room of the administration building.

In attendance were: William Rofkar, Matt Montowski, Diane Belden, Karen Shaw,
John Gangway, Kevin Johnson, Dan Barlow, Brad Schwan, Ann Rumpf, Dorothy Baker,
David Wonnell, John Woods, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the May 24, 2022 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $94,229.62. The total includes a payment of $39,135 to Hylant Administrative Services for the property and liability insurance renewal and a payment of $6,872.96 to Republic, most of which is payment for the spring cleanup. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Nancy Walker expressing concern with the deteriorating condition of the tennis courts at Heigel Park and the increasing shared use of the tennis courts with pickleball players.

William Rofkar said township personnel will continue to maintain the surface of the tennis courts until there is a need to resurface the courts completely at which time it will be costly to bring the courts up to new condition.

A letter from the Port Clinton Area Chamber of Commerce regarding the Classic Car Show scheduled for Saturday, August 6.

Fiscal

Fiscal Officer Karen Shaw presented the May 2022 financial reports and bank reconciliation. There were no questions or concerns.

Maintenance

Maintenance Supervisor Kevin Johnson presented a proposal for $7,164 from The Kreimes Company for asphalt sealing around the fire station and maintenance building and for the compost facility driveway.

Matt Montowski made a motion to contract with The Kreimes Company for $7,164 for asphalt sealing the compost facility entrance road and around the fire station and maintenance building. Diane Belden seconded the motion. All voted aye. Motion carried.

Kevin Johnson said they are waiting on parts to put the backup ditch pump back together as the bearings burned up and took out the capacitor.


Zoning

Matt Montowski said there were nine zoning permits issued in May and two variances for a total of $1,263.44 collected in fees.

Matt Montowski made a motion to appoint Brian Caldwell to the Board of Zoning Appeals to fill an unexpired term through December 2025. Diane Belden seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Gregory Hart to the Zoning Commission to fill an unexpired term through December 2024. Diane Belden seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Bill Barnes as alternate on the Zoning Commission for the term through December 2022. Diane Belden seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Rebecca Jessen as alternate on the Board of Zoning Appeals for the term through December 2022. Diane Belden seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway said they have contracted with Twin Oast for Saturday, July 9, for an extra duty police officer at the Apricot Fest. John Gangway said July 9 is the same day as the CIVFD Chicken BBQ but they will provide Twin Oast an officer from 10 a.m. to 11 p.m. He said they will rotate a couple different officers in and out so not one officer is there for twelve hours and Twin Oast would also like an officer at a couple more events coming up.

John Gangway said Officer Austin Troike reached his six month probation on June 10. He said Austin Troike has done a fantastic job and many compliments have been received regarding his work. John Gangway asked the Board to remove his probation status and increase his hourly wage $1.00.

Diane Belden made a motion to remove Austin Troike from probationary status and increase his hourly wage from $22 per hour to $23 per hour effective the pay period beginning June 6. Matt Montowski seconded the motion. All voted aye. Motion carried.

John Gangway said the air conditioning is still out at the police station as Gundlach received a part that was damaged and therefore was unable to fix the unit in a timely manner. He said the air conditioning should be repaired in a couple days.

John Gangway said the fire alarm system that services the administration building and the fire department was upgraded this week to 4G technology as the 3G wireless network will no longer be available in the near future.

John Gangway said on holiday weekends the recycling containers fill to capacity and they close the entrance to the parking lot. He said violators often drive around the barricades or park and walk to the containers to leave items on the ground. John Gangway said he would like to purchase signs to post that would inform individuals the area is monitored and violators will be charged accordingly.

Trustees agreed signs should be purchased and posted as necessary.

Fire

Matt Montowski made a motion to approve David Amerine for an Emergency Medical Responder class through Vanguard for $600 plus mileage reimbursement. Diane Belden seconded the motion. All voted aye. Motion carried.

New Business

William Rofkar made a motion to advertise in the newspaper for an invitation to bid for the construction of Pickleball Courts at Heigel Park. Sealed bids will be received by Trustees and documents will be posted on the township website for contractors to download. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar said he had a pre bid meeting on June 7 with three local contractors for the Boat Launch Project and he hopes to receive some bids on the project.

Diane Belden said she had a discussion with Jim Stouffer concerning funerals taking place at the cemetery as construction on the new road is in progress. Diane Belden said Jim Stouffer asked that maintenance personnel or the police officer escorting the funeral give them a call in advance in order to halt construction during funeral services.

Matt Montowski said David Wonnell said the Catawba Island Historical Society is exploring the possibility of partnering with Firelands Adventure Tours out of Sandusky. He said an 18 person passenger bus would visit historical sites in the township, but would not get off the bus. Firelands Adventure Tours would charge for the tours and Catawba Island Historical Society would get a percentage. David Wonnell wondered if the Trustees had any concerns.

Trustees agreed the Catawba Island Historical Society is a separate entity and as such they did not have any concerns.

Matt Montowski made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 6:40 p.m.
