Meeting Minutes

July 12, 2022

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, July 12, at 6:00 p.m. in the conference room of the administration building.

In attendance were: William Rofkar, Matt Montowski, Diane Belden, Karen Shaw, John Gangway, Kevin Johnson, Dan Barlow, Brad Schwan, Jack Madison, Dave Belden, Quintin Smith,
Dorothy Baker, William Baker, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the June 28, 2022 Board of Trustees regular meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to approve the July 1, 2022 Board of Trustees special meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $73,243.22. The total includes a payment of $32,250 to the City of Port Clinton for emergency medical services for the second quarter of 2022. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

One bid was received and opened for the Pickleball Courts at Heigel Park Project. A bid proposal from Gerold Construction was received for $154,500.

A donation for the police department was received in appreciation from Alfred Herold.

A note was received from the owners of Gem Beach Marina in appreciation of continued service to the community and for assistance and participation of the police and fire departments during the annual Gem Beach Fourth of July parade. A donation was also made to the Catawba Island Volunteer Fire Department Fireman’s Association.

An email from Jim Burns encouraging Township Trustees to look for ways to increase competition in the township for internet services.

Certification from the Ottawa County Board of Health that the amount to be included in the Budget for our Taxing District for the support of the General Health District for the fiscal year 2023 is $73,025.74.

A letter from the Ottawa Regional Planning Commission regarding the Fiscal Year 2023 Assessment for services in support of the ORPC for the period July 1, 2022 to June 30, 2023 based on a population of 3,599 persons at a rate of $0.60 per person.

Matt Montowski made a motion to continue support of the Ottawa Regional Planning Commission for their services and pay the fee of $2,159.40. Diane Belden seconded the motion. All voted aye. Motion carried.

A letter from the Ottawa County Engineer’s Office regarding Round 37 SCIP and LTIP.


An email from Kevin Brooks announcing the need for Red Cross Disaster Action Team Volunteers in Ottawa County and extending an invitation to an information session on Thursday, July 14.

Fiscal

Fiscal Officer Karen Shaw presented the June 2022 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were nine zoning permits issued in June and two variances for a total of $1,380 collected in fees.

Maintenance

Maintenance Supervisor Kevin Johnson said the new sign frame for the Cedar Meadow Preserve is installed and the old sign was moved into the preserve near the pond.

Matt Montowski made a motion to purchase a deck mounted trimmer from PAL Mowing System for use on the cemetery mower for a price not to exceed $2,000. Diane Belden seconded the motion. All voted aye. Motion carried.

A conversation took place with regard to the increased number of Sunday and Holiday burial services in part due to the increased number of cremation burials. Kevin Johnson said requests have also increased for services later in the day on Sundays and asked Trustees to consider no Sunday or Holiday burials or consider setting an earlier start time limit.

Matt Montowski discussed concerns with Basin Road where the sea wall meets the road. He suggested filling in the berm with large stones to make it look better. Kevin Johnson said he does not feel stones will work because the road is higher than the sea wall.

William Rofkar said he will look into the matter further.

Police

Police Chief John Gangway said the in car computers are ordered and will be installed soon.

Fire

Diane Belden reported Port Clinton EMS responded to 33 calls in April, 44 calls in May, and 45 calls in June for a total of 122 EMS calls responded to in the second quarter. She said from January through June Port Clinton EMS is up 50 calls to Catawba in comparison to 2021.

Diane Belden said the CIVFD Chicken Barbeque was a success and 1,500 dinners sold out.

Parks Board

Brad Schwan suggested the Trustees amend the grant request for the location of the stone path to be moved closer to the pond due to the resent rains and need for stone in the lower area.

Matt Montowski agreed to look into the matter further.


New Business

William Rofkar said there were no bids submitted for the West Harbor Boat Launch Construction Project and he would like to rebid the project.

William Rofkar made a motion to advertise the West Harbor Boat Launch Construction Project again with a new completion date of May 26, 2023. Sealed bids will be due Tuesday, August 9, at 6:00 p.m. Matt Montowski seconded the motion. All voted aye. Motion carried.

Jack Madison said the Ottawa County Parks Board hired Poggemeyer Design Group to prepare a Master Plan for the Catawba Islander Trail and Greenway. The Master Plan Study will investigate available right-of-way, bicycle and pedestrian safety issues, drainage and utilities, demographics, future projections, funding opportunities, and points of interest.

Quintin Smith thanked the police department for assistance during the Twin Oast Apricot Fest.

Matt Montowski made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 6:50 p.m.
