Meeting Minutes

September 27, 2022

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, September 27, at 6:05 p.m. in the conference room of the administration building.

In attendance were: Diane Belden, William Rofkar, Matt Montowski, Karen Shaw,
John Gangway, Kevin Johnson, Ernie Wylie, Dan Barlow, Jack Madison, Bryan Baugh,
Libra Wittenmyer, Tom Reinert, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the September 13, 2022 Board of Trustees regular meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to approve and pay the bills, including the last payroll, in the amount of $304,003.05. The total includes a payment of $232,854 to HME, Inc. for the new fire apparatus. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from employee Christopher Scott requesting unpaid leave beginning November 2, 2022 for approximately two months.

A letter from Jannah Wilson of the Park District of Ottawa County requesting use of the Community Hall for a public meeting on December 20 at 6 p.m.

Trustees agreed the Park District of Ottawa County can use the Community Hall as requested and waived the rental fee.

A letter from Dale Rise requesting to sell back two cemetery spaces in Lot 1 of Main Section 48.

An email from Ariana Mohnke expressing concern for her safety and the safety of others walking or biking around the township. She urged Trustees to identify options to create safer bike and pedestrian lanes.

An email from the Catawba Island Historical Society inviting Trustees on a historical bus tour of Catawba Island on Wednesday, September 28.

Fiscal

Karen Shaw said The Ohio Bureau of Workers’ Compensation recently conducted a township audit of the year 2021 and the township will receive a minimal refund.

Maintenance

Maintenance Supervisor Kevin Johnson said the fall clean up went well. He said maintenance personnel are mowing one third of Cedar Meadow Preserve as outlined in the annual mowing plan.

Kevin Johnson said the pusher plow attachment from Ohio Machinery should arrive by month end.

Police

Police Chief John Gangway said one person was arrested for trespassing at the compost facility Saturday evening after driving around closed gates.

Parks

Jack Madison of the Parks Board presented two estimates for the Cedar Meadow walking path.
Gill Construction, $25,000 for a 1000’ x 10’ wide path and C.L. Fox Contractors, $24,570 for 1400’ x 10’ wide path. The township was awarded the Park District of Ottawa County Parks and Trails Improvement Grant for $20,000 reimbursable upon project completion.

Matt Montowski made a motion to contract with C.L. Fox Contractors, Inc. for $24,570 to complete a walking path in the Cedar Meadow Preserve as outlined in the provided estimate. Diane Belden seconded the motion. All voted aye. Motion carried.

Jack Madison said Brad Schwan will lead a Fall Walk through Cedar Meadow Preserve on Saturday, October 8, and then there will be a program under the shelter behind the fire station. He said fire department personnel will be on hand and have a fire truck on display.

Fire

Diane Belden discussed the new EMS contract and price increase from $315 to $375 per run. She said the new contract has been reviewed by the Ottawa County Prosecutor’s Office.

Diane Belden made a motion to contract with the City of Port Clinton for Emergency Medical Services under the terms of the service agreement provided beginning January 1, 2023 for a term of five years. Matt Montowski seconded the motion. All voted aye. Motion carried.

The Catawba Island Volunteer Fire Department will hold an Open House on Monday, October 10, from 6:00 to 9:00 p.m. at the fire station celebrating the 100th Anniversary of Fire Prevention Week.

New Business

Trustees agreed Trick or Treat will be Monday, October 31, from 5:30 to 7:30 p.m.

Diane Belden made a motion to approve an expenditure up to $2,500 at Catawba Island Club for hosting the Ottawa County Township Association meeting on October 27, 2022. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. Diane Belden seconded the motion.
All voted aye. The meeting adjourned at 6:55 p.m.
