Meeting Minutes

October 12, 2010


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by chairman Gary Mortus at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Jack DeVore, Mark Cencer, and Deborah Beck.

The Pledge of Allegiance was recited by all.

The minutes were read from the September 28 meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the September 28 meeting minutes as presented, seconded by William Rofkar. All voted aye.

The minutes were read from the October 4 special meeting of the Board of Township Trustees. William Rofkar made a motion to approve the October 4 special meeting minutes as presented, seconded by Matt Montowski. All voted aye.

The minutes were read from the October 7 special meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the October 7 special meeting minutes as presented, seconded by William Rofkar. All voted aye.

William Rofkar made a motion to approve and pay the bills in the amount of $37,101.79 seconded by Matt Montowski. All voted aye.

A letter of correspondence from Time Warner Cable was read in regard to Free Account Policy Changes.

Mark Cencer, Ohio Department of Natural Resources – Office of Coastal Management, gave a presentation on the Lake Erie Shore Erosion Plan. He presented handouts and spoke about the program they have established to provide technical assistance to property owners along the lake shore. Mark Cencer and Deborah Beck, ODNR Office of Coastal Management, answered questions following the presentation.

John Gangway said they are taking fire engine 222 in to have an ongoing problem with the brakes reviewed. He said they are not going to make any repairs at this time but the fire department would be advised on any necessary repairs.

John Gangway also said they had a mishap with one of the compartment doors on engine 21. The manufacturer was contacted in hopes of replacing the damaged door since it is brand new, but it was too expensive. He said they have received a quote for $700 to repair the dent, repaint, and restripe the door.

Dan Barlow said the roof replacement job is progressing. He said both he and Kevin Johnson have been making intermittent checks on the roof to make sure everything is getting done the way should. He said they did notice some step flashing problems on the side but that has been repaired.

Dan Barlow noted Frimark has gone out of business and the maintenance department is doing some research right now on tire service.

Dan Barlow said they received a bid from Barnes for composting.

Dan Barlow said they have ordered the material to make the roof repairs to the salt shed. He said the materials were around $800 and they should be here in a week or so.

Dan Barlow said the dumpsters were dropped off for cleanup week and they will start first thing in the morning.

Matt Montowski asked Dan Barlow if he had followed up with ODOT on cleaning up Pebble Beach. Dan Barlow said he has called both his contacts but they were not available. He said their secretary said she would give them the message, but he has not received a call back from either of them. Dan Barlow also stated the maintenance department has not had time to go out and clean it up. He said he would call ODOT again tomorrow.

Dan Barlow also said he needs the title for the dump truck because the gentleman from Olin, Iowa will be here to pick it up on Thursday.

William Rofkar made a motion to approve the sale of the 1998 GMC Dump Truck to the City of Olin, Iowa, high bidders on Govdeals.com, for $18,025. Matt Montowski seconded the motion. All voted aye.

Gary Mortus thanked William Rofkar for his hard work getting the truck sold on Govdeals.com. William Rofkar said he thinks the township should utilize Govdeals.com more often. He said Erie and Ottawa County are listing many items for sale and the site is a good way to dispose of unused items.

Dan Barlow said on Wednesday, November 10, he would like to use the Community Hall again for the annual Marine Corp dinner from 6:00 p.m. to 10:00 p.m.

Matt Montowski made a motion to contract with Barnes Nursery in the amount of $2,200 to turn over our mulching material. William Rofkar seconded the motion. All voted aye.

Matt Montowski made a motion to donate the old copier in the trustee’s office to Goodwill Industries for recycling. William Rofkar seconded the motion. All voted aye.
Matt Montowski opened a discussion regarding carpet cleaning in the administration building for all areas including the police department. He said he received three quotes which included: Stanley Steamer, $583.20; Supreme Cleaners, $558.00; and Certified Cleaning, $478.00.

Matt Montowski made a motion to get the carpets cleaned in the administrative building and police station in the amount of $583.20 by Stanley Steamer. William Rofkar seconded the motion. All voted aye.

Matt Montowski said at the last meeting he provided the trustees with an estimate of $636.00 from Diamond Window Cleaning to get the windows cleaned inside and outside the administration building. Matt Montowski said he would like to see the building maintained professionally. He suggested an outside cleaning service once a month for the administration offices. William Rofkar said he thinks the maintenance department does a good job cleaning the offices.

Gary Mortus suggested Matt Montowski get an estimate on cleaning the offices once a month. He said at the next meeting they can take a look at the option of an outside cleaning company which might also include the cost of cleaning the windows.

Matt Montowski said he put an advertisement in the local papers for the position of Zoning Inspector for the township.

Matt Montowski made a motion to approve a supplemental appropriation in the amount of $6,000 from 1000-110-360-0000 contracted services to 1000-110-312-0000 auditing services for State of Ohio Auditor audit services. William Rofkar seconded the motion. All voted aye.

Matt Montowski made a motion to approve a Then and Now Purchase Order in the amount of $6,000 to the Treasurer of State for the purpose of State of Ohio Auditor services. William Rofkar seconded the motion. All voted aye.

There being no further business, William Rofkar made a motion to adjourn seconded by Matt Montowski. All voted aye.
