Catawba Island Township Board of Township Trustees

Meeting Minutes

December 14, 2010


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, December 14, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Steve May, Keith Fisher, Jim Root, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the November 23 meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the November 23 meeting minutes as amended, seconded by William Rofkar. All voted aye.

The minutes were read from the December 6 special meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the December 6 special meeting minutes as amended, seconded by William Rofkar. All voted aye.

William Rofkar made a motion to approve and pay the bills in the amount of $62,276.40 seconded by Matt Montowski. All voted aye.

Correspondence

The following correspondence was received by the township and read:

A check was received by Patricia Cerny in response to our request due to an overpayment as previously noted in the November 9 meeting minutes.

A letter was received by Richard and Norma Jean Bechtel requesting to sell back one of their cemetery lots to the township for the original price paid.

A drawing was submitted by the Ohio Department of Natural Resources marking the buoy positions for the Idle Speed/No Wake Zone Proposal presented at the November 23 meeting.

Other Business

Steve May, Catawba Island Club, made a request for a minor deviation to their 2003 PUD for the purpose of constructing a six to ten unit garage building for CIC No. 3. William Rofkar made a motion to approve the minor deviation to the Catawba Island Club 2003 PUD request for a garage on No. 3 on Stonehouse. Matt Montowski seconded the motion. All voted aye.

Gary Mortus said he spoke with the County Engineer regarding Oglesby and the fall road striping. He said the County Engineer told him they understand the problem and the concerns the residents have regarding paint on their vehicles. Gary Mortus said they are trying to work out a legal agreement and it is far from being over. Gary Mortus stated the township does not have answers yet, but the battle lines are being drawn. A brief discussion took place between the township trustees and township residents Jim Root and Jack DeVore regarding the striping.

William Rofkar stated the Trustees should send the letter of response to Patricia Cerny regarding her request for vacation and sick leave pay as suggested by the county prosecutor. The Trustees were in agreement.

Matt Montowski read the Township Request for Assistance he completed for the County Engineer’s Office regarding the resurfacing of Catawba Island Township roads. The Trustees were in agreement and the request was signed by all including the Fiscal Officer for verification of fund availability.

Matt Montowski requested name and phone numbers of department heads be added to the township website.

Matt Montowski stated the Zoning Inspector issued nine permits in October for a total of $912.32 and 10 permits in November were issued for a total of $1,792.80.

Matt Montowski made a motion to appoint Shelly Stively as Township Receptionist at the rate of $9.50 an hour working 9:00 to 3:30 Monday through Friday with an unpaid lunch and not to exceed 30 hours a week. William Rofkar seconded the motion. All voted aye.

Matt Montowski made a motion to pay a Then and Now Purchase Order in the amount of $1,575.70 to cover the expenses for the bank service charges for September and November and for the audit. William Rofkar seconded the motion. All voted aye.

William Rofkar made a motion to approve a supplemental appropriation for $5,000 from 1000-110-360 to 1000-110-312 for audit costs. Matt Montowski seconded the motion. All voted aye.

Matt Montowski made a motion to adjourn the meeting, seconded by William Rofkar. All voted aye.
