Catawba Island Township Board of Township Trustees

Meeting Minutes

May 10, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, May 10, 2011 at 7:35 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw, John Gangway, Dan Barlow, Sandy Burt, Joe Bires, Bob Martin, Alex Greene, Jack DeVore and Reggie Langford.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the April 26 meeting of the Board of Township Trustees. Gary Mortus made a motion to approve the April 26 meeting minutes as amended. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $60,322.99. Gary Mortus seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from David Brunkhorst of the Ottawa County Engineer’s Office inviting the township to participate in the 2011 Striping Program.

A letter from Johanna Haller of State Auto Insurance Companies regarding a claim submitted by Lakecraft Corporation for property damage incurred while Lakecraft was installing the heating system at the maintenance garage.

A letter from the Bureau of Workers’ Compensation notifying the township a claim application was dismissed at the injured worker’s request.

An email from Ron Lajti of the Ottawa County Engineer’s Office regarding the 2011 cost estimates for resurfacing Muggy Road.


Presentation

Sandy Burt from Hylant Group discussed changes made to the township property and liability insurance coverage, answered questions, and presented the annual Ohio Plan Package Policy premium, less the Advantage Credit and Safety Allowance.


Fire and Safety

Fire Chief John Gangway asked for the Board’s approval of a new probationary membership application for Jennifer Knecht. William Rofkar made a motion to accept Jennifer Knecht as a probationary volunteer fire person. Gary Mortus seconded the motion. All voted aye. Motion carried.

Chief Gangway said the Catawba Island Volunteer Fireman’s Association recently purchased new defibrillators for the fire department for approximately $6,000.


Maintenance

Maintenance Supervisor Dan Barlow said he talked to Henderson Truck Body and the truck damaged by Lakecraft will go in for repairs within the next week. Gary Mortus said Lakecraft agreed to pay the damages once the truck has been repaired. The Trustees agreed to release the check to Lakecraft for the heating system.

Dan Barlow said he spoke with Steve Durnwald of ODOT concerning the closing of Route 53 north of Schoolhouse Road to complete ditch work. The work is required prior to the planned resurfacing of Route 53 in the fall. Dan Barlow asked the Trustees if ODOT could stage their vehicles at the old fire station during the project. The Trustees agreed to allow the staging of ODOT vehicles at the old fire station.

Dan Barlow said the milling of Sand Road will be complete soon and they will begin the paving process. Dan Barlow said the patch in the road at Rock Ledge, created by Columbia Gas, has been repaired. He said patches on Poplar Street have also been taken care of.

Dan Barlow said several individuals are dumping items other than yard waste at the
compost area. Following a lengthy discussion the Trustees agreed to gate the compost area from 7 p.m. to 7 a.m. daily.


Other Business

Gary Mortus made a motion to authorize the Ottawa County Engineer’s Office to go forth with the bidding procedure for Muggy Road. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski asked the Trustees if they would consider having a quarterly or six month review to go over the financial reports as talked about at the last meeting. Following a lengthy discussion Gary Mortus and William Rofkar agreed to one financial review meeting to take place in June or July.


Fiscal

Fiscal Officer Karen Shaw said the township received a check from State Auto Insurance Companies for reimbursement of repairs made to the maintenance garage overhead door.

Karen Shaw said she transferred $15,000 from STAR Ohio to Huntington for zoning expenses.

Karen Shaw said she spoke with Laura Saunders-Kowalec of Huntington in regard to the township checking account and at her request Ms. Saunders authorized an interest rate increase for the township account.

William Rofkar made a motion to accept and approve the April financial statements and bank reconciliation as presented by the Fiscal Officer. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve a Then and Now Purchase Order in the amount of $4,474 for Josephine’s By Design for draperies for the Community Hall. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. Meeting adjourned at 8:45 p.m.
