Meeting Minutes

August 9, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, August 9, 2011 at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw,
John Gangway, Rich Zoyhofski, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the July 26 meeting of the Board of Township Trustees.
Gary Mortus made a motion to approve the July 26 meeting minutes as presented.
William Rofkar seconded the motion. All voted aye. Motion carried.

The minutes were read from the August 3 Special Meeting of the Board of Township Trustees. William Rofkar made a motion to approve the August 3 Special Meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $57,834.27. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A folder was received from Bryon Evans, an Independent Associate Representing Aflac, highlighting Aflac Insurance policies and benefits.

Fire and Safety

Fire Chief John Gangway said the fire department call volume is running approximately 10% higher this year than last year. He said last year was a record year with 360 calls. John Gangway estimates the department will respond to around 400 calls by year end. He said roughly 85% of those calls have been EMS runs.

Fiscal

Fiscal Officer Karen Shaw presented the July financial reports and bank reconciliation. Gary Mortus made a motion to accept and approve the July financial reports and bank reconciliation as received. William Rofkar seconded the motion. All voted aye. Motion carried.

Karen Shaw said the township received a net distribution of $395,214.86 from the Ottawa County Auditor for the Semi-Annual Apportionment of Taxes made at the August settlement 2011. She said the township also received $10,739.05 in Licensing Fees from the State of Ohio Division of Liquor Control.

Karen Shaw gave a brief Wellness Program update and said she would follow up with township employees regarding the program.

Other Business

Jack DeVore asked the Trustees about boat storage in the township. Jack DeVore said he feels there should be something in the laws that states when a boat has sat so long unlicensed it is no longer storage. He said it becomes a junk yard as far as he is concerned.

Gary Mortus asked Matt Montowski to talk to Zoning Inspector Walter Wehenkel regarding the unlicensed boats.

William Rofkar said the Marblehead Police Department and East Harbor State Park are interested in purchasing the 2004 police cruiser. He said they will hold off posting the cruiser on govdeals.com until John Gangway has talked with the interested agencies. William Rofkar said if a township vehicle is sold to another governmental body it does not need to be advertised.

Matt Montowski said he talked to Prosecutor Mark Mulligan about revising the township personnel policies and procedures manual. Matt Montowski said Mark Mulligan suggested contacting Ruth Dyke, retired Human Resources Director for Ottawa County, who is doing strictly Ohio employment consulting. The Trustees agreed it would be a good idea to have Ruth Dyke look at our current manual and respond with a cost estimate.

Matt Montowski said the Board of Zoning Appeals will meet Wednesday, August 10. He said six zoning permits were issued in July and twelve have been issued so far in August.

William Rofkar said the Trustees received an email from the Zoning Inspector who brought forth a request from the Board of Zoning Appeals. He said the BZA suggested the BZA Secretary be compensated for the extra time she spends typing the meeting minutes. William Rofkar said the Trustees do not want to burden someone unnecessarily with that type of work and that the township already has an employee in place to do such work. The Trustees agreed it is a wiser use of township resources and labor to have the township secretary type the minutes.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. Meeting adjourned at 7:55 p.m.
