Meeting Minutes

June 26, 2012

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, June 26, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Michael Prosser, Bob Nehls, Roy Martinez, Jack DeVore, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

The minutes were read from the June 12 Public Hearing. Matt Montowski made a motion to approve the June 12 Public Hearing minutes as received. Gary Mortus seconded the motion.
All voted aye. Motion carried.

The minutes were read from the June 12 regular meeting of the Board of Township Trustees.
Gary Mortus made a motion to approve the June 12 meeting minutes as presented.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $341,030.55. William Rofkar noted payments included $236,144.04 for the Krempa Subdivision repaving project and $50,274.00 for the annual property and liability insurance premium. Gary Mortus made a request to hold the payment to Barnes Nursery for grinding of material until a conversation takes place due to a discrepancy in what was expected.
Gary Mortus seconded the motion. All voted aye. Motion carried.


Correspondence

An email from Ronald and Diane Carleton expressing concern in regard to the property located at
1562 Ponderosa Drive and requesting Trustees intervene due to overgrown trees, tree limbs broke off and hanging over the front door, and bushes that need trimming.

A letter from Don Wetzel requesting action to clear the weeds and debris from the two or three northern lots in the Oak Lake Subdivision off Northwest Catawba Road.

Notice of the Ottawa County Township Association Quarterly Meeting to be held at the Bay Township Hall Thursday, July 26 at 6:00 p.m.

A letter from The Gerken Companies regarding a Notice of Furnishing being served in compliance with the Ohio Revised Code and giving notice that Gerken Materials, Inc. furnished materials and/or labor to the township paving project at the direction of Precision Paving, Inc.

Karen Shaw said the Notice was forwarded to the Ottawa County Engineer’s office because they handled the parking lot paving contract for the township.

Fire and Safety

Fire Chief John Gangway presented an estimate for $2,900 from Vision Professional Painting to paint the office areas in the fire station.

William Rofkar made a motion to approve Vision Professional Painting for painting at the fire station not to exceed $2,900. Gary Mortus seconded the motion. All voted aye. Motion carried.


Maintenance

Maintenance Supervisor Dan Barlow said he met with a representative from ODOT regarding the causeway tree issue and sweeping the Route 53 bike path. Dan Barlow said they told him they would be out to take care of both issues as well as another road issue by Skipper Drive.

Dan Barlow said he also talked to ODOT about the scarring on Route 53. He said the high spots were ground down and leveled out on purpose and they will not be coming out to seal the areas. Dan Barlow said he feels the areas could be a problem in the future.

Dan Barlow said there is an issue on Twin Beach Road where someone bored under the road to connect to a water line. He said he called the county to find out if they had permission to do so and if not he will follow up with the people responsible. Dan Barlow said it is going to be a problem because the berm is sinking on the south side of the street.

Dan Barlow said there is also a sidewalk issue in the Krempa subdivision at the corner of Delwood and Balliette. Dan Barlow said he will have more information at the next meeting.

Dan Barlow said Bay Tractor picked up the backhoe and it is in for repair. He said it will be out for at least two weeks. Dan Barlow said they have picked up all the brush for the holiday.

Dan Barlow said the boring report is in for the cemetery and the information will be included with specifications for the bid process.

Dan Barlow said the bids are in for the Poplar Street drainage issue.

Gary Mortus said an easement needs to be granted to the township from Gem Beach before moving forward with the project. He said they are working on writing and filing the easement.


Zoning

Matt Montowski made a motion to appoint Shelly Stively as an alternate on the Board of Zoning Appeals for a one year term. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Keith Fisher to the Zoning Commission to fulfill the unexpired term of Paul Patterson through December 2014. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Ron Wiseman as an alternate on the Zoning Commission for a one year term. Gary Mortus seconded the motion. All voted aye. Motion carried.

Other Business

Bob Nehls expressed his concerns regarding the property located at 5563 North Fairway.
Roy Martinez presented pictures of the property and said it has been ongoing for twelve or so years. Roy Martinez said he has been made aware of potential funding available in Ottawa County for blighted and vacant properties. He asked if the Trustees would consider applying for the funding with regard to the property located at 5663 N. Fairway.

Matt Montowski said a relative of the property owner called the township and said he will mow the yard soon and that he planned to fix up the property and move into the home.

Roy Martinez said he believes the home is uninhabitable.

The Trustees agreed to submit the address to the Ottawa Regional Planning Commission for the grant program.

Gary Mortus made a motion to renew the 2013 Workers’ Compensation Group Rating Program contract through Frank Gates Service Company for $1,845. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus said an interview committee recently conducted interviews for the position of township secretary and made a recommendation.

Matt Montowski made a motion to appoint Patricia Cable as secretary for the township at a rate of $10.00 per hour. Gary Mortus seconded the motion and said the position will continue as part-time with no benefits. William Rofkar said he believes it is important to have someone in the front office but he still has a problem with the fact a replacement part-time police officer has not been appointed following the resignation of a part-time police officer last fall. All voted aye. Motion carried.

William Rofkar made a motion to approve a Then and Now Purchase Order to Hylant Administrative Services in the amount of $50,274 for the annual Ohio Plan Package Policy premium. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:15 p.m.
