Meeting Minutes

April 24, 2012

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, April 24, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, Gary Mortus, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the April 10 regular meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the April 10 meeting minutes as presented.
Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $39,612.50. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Ohio Public Entity Consortium regarding our participation in the Medical Mutual health program.

A letter from Ohio Public Entity Consortium stating that Ohio Insurance Services, Inc has agreed to defer membership costs through their marketing partnership program and that Ohio Insurance Services, Inc. is extending the complimentary membership to the their clients.

A memo from Tim Wasserman, Joint Solid Waste Management District, updating the township on the Recycling Dropoff program.

A letter from Jeff Pfohl, Patterson-Pope, regarding a Renewal Notice for Preventative Maintenance and Emergency Services for the zoning office filing cabinets.

A memo from David Brunkhorst, Ottawa County Engineer, regarding road closures within the county through April 25.

A brochure from the Ottawa County Task Force on Aging regarding the Ottawa County Summit on Aging to be held at the fairgrounds May 2.

An invitation to Otterbein North Shore Retirement Community’s 100th Anniversary Thursday, May 24 at Catawba Island Club.

A letter from James Stewart requesting use of the Community Hall on May 19, for a family gathering.

The Trustees agreed James Stewart could use the Community Hall and waived the fee.

Fire and Safety

Fire Chief John Gangway said the four rear tires on squad 227 need replaced. He said Severe Service offers the best price of approximately $700 including installation.

The Trustees agreed the tires should be replaced.

John Gangway said the Prescription Medication Take Back is scheduled for Saturday, April 28, at the fire station.

John Gangway said he and Dan Barlow met with a representative from Cleveland Communications regarding the two radios in the dump trucks and one in the fire station. He said sometime before December 31 of this year the radios will need to be replaced with a radio that is narrow bandable. John Gangway said it would make sense to upgrade to a digital capable radio. He said the price would be around $400 to $500 for each radio.

Dan Barlow said the radios on the trucks are used to monitor what the county is doing during winter weather and they also give them the capability to contact the sheriff’s department if necessary, especially in the event of a tornado or disaster.

Maintenance

Maintenance Supervisor Dan Barlow said the dumpsters are in place and they are ready to begin Spring Cleanup Wednesday through Sunday.

Dan Barlow said the leaf vac is in for repairs to the water pump, belt, and power steering reservoir at Transmissions Unlimited. The Trustees agreed to the necessary repairs.

Dan Barlow said they have also been having trouble with the new trade in mower. He said Bill’s Implement has agreed to replace the mower.

Dan Barlow said DeAngello Brothers will be here in the next few weeks to spray for weeds at the Marina and around Rock Ledge.

Dan Barlow said there were no changes in the bids for grinding the yard waste at our compost facility. He said David Price and Madden Brothers do not want to haul away any material and offered the same bids of: David Price $9,285 and Madden Brothers $12,300. He said Barnes Nursery would like to remove the processed brush from site and give us a credit so their final bid is $8,400.

Gary Mortus made a motion to award Barnes Nursery the contract for processing and removing brush from our compost site per submitted quote of $8,400. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said he would like to move the grindings and brush pile further away from the cemetery.

The Trustees agreed to moving the grindings and brush further away from the cemetery.

Following a brief discussion Dan Barlow and the Trustees agreed to the proposed location for the columbarium in the cemetery so the bid process can begin.


Police

John Gangway said due to the conversation at the last meeting the police department spent a little more time monitoring Sand Road. He said they recorded more than 250 cars and the average speed was 35.77 miles per hour. John Gangway said 5 citations were written and 12 warnings were issued in the last two weeks.

Zoning

Matt Montowski made a motion to adopt the following resolution regarding proposed text amendments with regard to the definition of a dwelling and clarification of fence height requirements:

Whereas, the Catawba Island Township Zoning Plan was adopted in 1965 and revised periodically since that time, and

Whereas, Section 519.12 of the Ohio Revised Code permits township trustees to initiate text amendments by resolution, and

Whereas, the present zoning plan is in need of revision, and

Whereas, the Catawba Island Township Trustees deem it in the best interest of the public health, safety, comfort, and general welfare of said Township and its residents to revise said zoning plan,

Now Therefore Be It Resolved that the proposed text amendments attached hereto shall be initiated and that the required public hearings be held before a vote on their adoption occurs.

The motion was seconded by Gary Mortus. All voted aye. Motion carried.

Other Business

Gary Mortus said he will be attending a pre-construction meeting at the Engineer’s Office on May 1 with Dan Barlow for the resurfacing project around the maintenance building.

A brief discussion took place regarding township road speed limits.

Gary Mortus made a motion to pass a resolution to participate in the Ottawa County Engineer’s Road Striping Program for the calendar year and stripe all the same roads as last year. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
