Catawba Island Township Board of Township Trustees

Meeting Minutes

August 28, 2012

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, August 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Tony Corona, Mel Erb, H.R. Kopf, Jim Stouffer, Randy Riedmaier, and
Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the August 14 regular meeting of the Board of Township Trustees.
Matt Montowski made a motion to approve the August 14 meeting minutes as presented.
Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $50,603.55. Matt Montowski seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from U.S. Representative Marcy Kaptur inviting Trustees to a meeting with the State and Federal Surplus services on September 20, 2012 in Oregon, Ohio to educate local community leaders on the ways in which county, city, and township governments can take advantage of the federal government’s surplus program.

An invitation to the 2012 Port Clinton Area Chamber of Commerce Annual Golf Outing.

A letter from the Ohio Plan regarding their Ohio Plan Healthcare Consortium.

A letter from Hylant Administrative Services and our Ohio Package Plan Policy for the term June 15, 2012 through June 15, 2013.


Fire and Safety

Fire Chief John Gangway said the meeting room has been painted and the flooring should be installed in another week. He said the association has ordered replacement executive chairs for the office space.

John Gangway said all the turnout gear has been delivered and they are working on a few issues regarding fit with boots and coats.


Maintenance

Gary Mortus said Dan Barlow presented the Trustees with quotes for replacing the box on the 2004 International dump truck from a steel body to a stainless steel body and recommended Henderson Truck Equipment with the low quote of $17,218. The other quotes were Newell Equipment for $18,473 and Judco trucking for $17,925. Gary Mortus said that would give us about 10 additional years of life on the truck and would avoid the emissions concern.

Gary Mortus made a motion to approve a contract with Henderson Truck Equipment to replace the box on the 2004 International for a price of $17,218. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus said it has been suggested the recycling containers be moved from the compost area to the old fire station parking lot on North West Catawba Road to make them more accessible to the public. He said there is a hard surface already in place and the area is well lit.

A brief discussion took place regarding relocating the recycling containers and alternate sites. The Trustees agreed to look at the West Harbor Boat Launch area as a possible location and discuss it further at the next meeting.

Gary Mortus said Ernie Wylie has been working with the maintenance department as needed due to an employee taking some time off.


Old Business

The Trustees discussed the gazebo project proposed by Zach Baugh at a previous meeting and agreed on 32” railings and a metal roof.

Matt Montowski said regarding the Ottawa County Housing Authority letter read at the last meeting and the property located at 5563 N. Fairway Drive being considered for demolition, he would like to respond and have the property taken off the list for consideration as the property owner has made an effort to improve the property. The Trustees agreed.


New Business

Tony Corona presented a request for a minor deviation to the Fairway Villas at Catawba Island Club PUD. The request is to reconfigure the last building at Fairway Villas from a four unit attached building to two units attached and two units detached, in the same building location. The deviation request does not allow for increasing the overall number of units.

Matt Montowski made a motion to approve the minor deviation as submitted from Fairway Villas. Gary Mortus seconded the motion. All voted aye. Motion carried.


H.R. Kopf presented a request for a minor deviation in Harbors Edge III at Catawba Island Club. The request is to build four luxury detached homes in place of two three unit attached condominiums. The deviation request does not allow for increasing the overall number of units.

Matt Montowski made a motion to approve the Harbors Edge III minor deviation as submitted by H.R. Kopf from six units attached to four units detached. Gary Mortus seconded the motion. All voted aye. Motion carried.

Mel Erb said he recently purchased the property located at 5138 Gardner Road. He said when it rains hard he has standing water in his driveway and back yard. Mel Erb said water runs off of the Marine Max driveway into his yard. He said if Marine Max would install a curb it would solve a lot of the problem.

Gary Mortus said according to the Ohio Revised Code the township has no authority to control private water run off. Gary Mortus suggested Mel Erb discuss his concern with Marine Max.

Mel Erb said he feels it is a township issue since it should have been addressed when permits were pulled to build the driveway.

William Rofkar said a permit is not required to build a driveway and the township has no control over elevation of a lot.

Gary Mortus made a motion to enter into a contract with TTL Associates for testing and inspection services for the columbarium project in the amount of $2,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to purchase a new computer for the zoning office not to exceed $1,000. Gary Mortus seconded the motion. All voted aye. Motion carried.

Karen Shaw said everything has been received as needed for the columbarium project and contracts have been signed. She said the Notice to Proceed will be mailed this week.

William Rofkar said he would like to see the front of the Community Hall painted. He said maintenance personnel could do the work. The Trustees agreed to discuss it at a future meeting.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion.
All voted aye. Meeting adjourned at 8:30 p.m.
