Catawba Island Township Board of Township Trustees

Meeting Minutes

February 12, 2013

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, February 12, at 7:37 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Dan Barlow, Diane Belden, Mike Weickert, Darlene Kimball, Jeff Reitzel, Nick Gerber, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the January 22 regular meeting of the Board of Township Trustees. William Rofkar made a motion to approve the January 22 regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

The minutes were read from the January 29 special meeting. Matt Montowski made a motion to approve the January 29 special meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last two payrolls,
in the amount of $87,397.05. Matt Montowski seconded the motion. All voted aye.
Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Beck Suppliers, Inc. concerning a change of services in regards to petroleum storage and dispensing.

A letter from the Ottawa County Engineer’s Office regarding road tours being scheduled in March of this year to define projects for the 2014 construction season.

A letter from the Ottawa Regional Planning Commission regarding the 2013 Community Development Block Grant Program (CDBG) and the first of two required public hearings to be held February 21, 2013 at 2:00 p.m. in the Ottawa County Courthouse Assembly Room.

A letter from Ohio Insurance Services Agency, Inc. regarding the addition of AFLAC as a voluntary supplemental benefit.

A letter from the Ottawa Soil and Water Conservation District regarding a variety of trees for sale at a discount to Ottawa County townships, villages and cities.

The 2012 Annual Report from the Ottawa County Municipal Court.

A memo from Jamie Coleman, OSS Solid Waste District, regarding an upcoming Compost Workshop they would like to offer to local residents. She plans to attend the Trustees meeting on February 26 to discuss the possibility of hosting the workshop at Catawba Island Township.


Fiscal

Fiscal Officer Karen Shaw presented the January financial reports and bank reconciliation. There were no questions or concerns.


Fire and Safety

Fire Chief John Gangway asked the Trustees to consider paying for internet service at the fire station.

The Trustees agreed to pay for internet service at the fire station.


Maintenance

Maintenance Supervisor Dan Barlow said he spoke with Greg McCormick, Project Manager for the columbarium project at the cemetery. He said Greg McCormick plans to come for a final inspection in the near future and finalize necessary paperwork to complete the project.

Dan Barlow said instead of purchasing a new tractor the maintenance department would like to keep the John Deere tractor they have and purchase a new mower deck and set of tires. He presented a quote for the proposed mower deck from the John Deere Company through Bay Tractor and Turf.

Matt Montowski made a motion to purchase a John Deere 72 inch mowing deck for $3,484.32 and a set of tires from Severe Tire for $410.50 for a total of $3,894.82. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said he would like to replace the lighting at the Community Hall as the lights are being phased out. He said they could convert the Community Hall over for a total cost of $1,582.16. Dan Barlow said Bassett’s had the best price for materials.

Trustees agreed maintenance personnel should convert the lighting at the Community Hall.

Dan Barlow presented quotes for grinding and processing material at the compost site and removing the brush. Proposals included Barnes Nursery $8,900, David Price Metal Services $9,050, and Madden Brothers was an open proposal dependent on necessary equipment and man hours.

William Rofkar made a motion to contract with Barnes Nursery for brush and compost grinding for $8,900. Matt Montowski seconded the motion. All voted aye. Motion Carried.

Dan Barlow said he is getting quotes to replace the personnel doors at the maintenance shop and the administrative building conference room door.

William Rofkar made a motion to approve a $600 expenditure for the indigent burial of Susan Mobley. Matt Montowski seconded the motion. All voted aye. Motion carried.


Police

Police Chief Bob Rogers said East Harbor State Park would like to purchase the 2005 Crown Victoria police car currently in storage. He presented their letter of intent offering $2,500 for the vehicle.

William Rofkar made a motion to approve sale of the surplus 2005 Ford police car for $2,500 to the Ohio Department of Natural Resources. Matt Montowski seconded the motion. All voted aye. Motion carried.


Zoning

Matt Montowski said Keith Fisher resigned from the Zoning Commission. He said alternate Stephen Lonneman is next in line for the board.

Matt Montowski made a motion to appoint Stephen Lonneman to fulfill the unexpired term of Keith Fisher dated December 2014. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski said he would like to see the township set up a zoning map link on the township website similar to the zoning map available on the city of Port Clinton’s website.

Trustees agreed the map feature would be useful and should be looked into further by Zoning.

There were a total of three building permits and two variances issued for the month of January with a total of $946.68 collected in fees.


New Business

Diane Belden briefly discussed Wreaths Across America, a nonprofit organization founded to continue and expand the annual wreath laying ceremony at Arlington National Cemetery. She asked permission and volunteered to carry out the necessary steps to have Catawba Island Cemetery become a participating location. Diane Belden agreed to raise the necessary funds and help coordinate the wreath laying ceremony to take place December 14, 2013.

William Rofkar made a motion to authorize Diane Belden to coordinate the project to allow Catawba Island Cemetery to become a Wreaths Across America participating location.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Mike Weickert of Weickert Agencies and Darlene Kimball, VFIS of Ohio, presented a comprehensive overview of the property and casualty insurance they offer especially as it relates to fire and EMS.

William Rofkar made a motion to approve the siren maintenance agreement as in the past with Trascore for $1,400. Matt Montowski seconded the motion. All voted aye. Motion carried.


Matt Montowski made a motion to approve a Then and Now Purchase Order to Ohio Edison for 1000-310-360 contracted services for $4,000. William Rofkar seconded the motion. Vote on the motion: Matt Montowski, aye, William Rofkar, aye; Gary Mortus, abstain.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Meeting adjourned at 8:55 p.m.
