Catawba Island Township Board of Township Trustees

Meeting Minutes

March 12, 2013


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, March 12, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Dan Barlow, Reggie Langford, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the February 26 regular meeting of the Board of Township Trustees. William Rofkar made a motion to approve the February 26 regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $70,136.39. William Rofkar seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township:

A letter of resignation from township administrative assistant Patty Cable.

A thank you note from Ellis Adolph for the opportunity to fulfill a requirement for advancement in Scouting and for the help he received from township personnel during the process.

A thank you letter from the Humane Society of Ottawa County for assistance received in planning their recent Mardi Paws Event.

A letter from David Downing requesting use of the Community Hall for a family function on March 31, 2013.

The Trustees agreed David Downing could use the Community Hall and waived the fee.

A letter from Ohio Insurance Services Agency, Inc. regarding the OPEC Funding Planning, February 2013 Renewal.

A letter from Hylant Administrative Services regarding the Township’s commercial insurance program renewal for the term June 15, 2013 through June 1, 2014.

A notice from the Department of Commerce, Division of Liquor Control, regarding permit renewal objections.

A letter from the Ohio Department of Job and Family Services regarding ways to report unemployment benefit information and the new Ohio Learn to Earn program.


A letter and information from the Ohio Department of Transportation regarding upcoming training sessions related to roadways.

A letter from the Ohio Department of Natural Resources and invitation to take part in a Statewide Comprehensive Outdoor Recreation Plan (SCORP) focus group.

A letter from Larry Fletcher, Executive Director of the Ottawa County Visitors Bureau, regarding tourism and a copy of the 2012 Summary of Activities and Accomplishments.

A letter from the Ottawa County Board of Elections requesting an update to their records for township officials and that any changes be reported as soon as possible.


Fiscal

Fiscal Officer Karen Shaw presented the February financial reports and bank reconciliation. There were no questions or concerns.


Maintenance

Maintenance Supervisor Dan Barlow presented quotes for two mowers from Bill’s Implement for the trade in program.

William Rofkar made a motion to approve the trade in program with Bill’s Implement for two mowers for a total of $3,400. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented two TRQ’s for proposed road work in 2014. The first proposal was to plane down and relay three roads in the Colony Club subdivision including Chatham Drive, North Concord Circle, and North Carriage Lane. The second request included removal of existing asphalt, correction of drainage and compaction and replacement of paving at the police garage driveway and administrative building parking lot with a reinforced surface for the recycling containers. Dan Barlow suggested relocated the light in the center of the parking lot at the time of repaving.

Matt Montowski made a motion to submit the two TRQ’s to the county engineer’s office as presented for the township roads program in 2014. William Rofkar seconded the motion. All voted aye. Motion carried.

Maintenance Supervisor Dan Barlow said they have completed the lighting project at the maintenance building. He said they would like to begin at the fire station next and then move on to the administration building. Dan Barlow said the estimated cost for lighting project materials at the fire station is $3,000 and $5,000 for the administration building. He said the work will be completed over the next year as time allows.

William Rofkar made a motion to approve expenditures as presented for the lighting project at the fire station and administration building. Matt Montowski seconded the motion. All voted aye. Motion carried.


Dan Barlow presented drawings for landscaping around the new columbarium. He said the work could be completed by maintenance personnel.

Dan Barlow said maintenance personnel were invited to attend the Ottawa County Township Association meeting in April being hosted by the Ottawa County Engineer’s Office as they will have information regarding road maintenance.

Trustees agreed it was a good idea for maintenance personnel to attend the April 8 meeting.


Police

Police Chief Bob Rogers presented a quote from Statewide Ford for a 2013 Ford Utility Police Interceptor.

William Rofkar made a motion to approve purchase of a new 2013 Ford Utility Police Interceptor not to exceed $31,500. Matt Montowski seconded the motion. All voted aye. Motion carried.


New Business

Matt Montowski made a motion to accept Patty Cable’s resignation effective March 15, 2013. William Rofkar seconded the motion. All voted aye. Motion carried.

Trustees agreed to advertise for the open part-time administrative assistant position.

William Rofkar made a motion to waive a hearing with the Division of Liquor Control for the Brandenburg Properties LLC. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Meeting adjourned at 8:14 p.m.
