Meeting Minutes

May 28, 2013


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, May 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Zach Baugh, Anderson Martin, Laurie Weinberg, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the May 14 Board of Township Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $57,771.90. Matt Montowski seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from Solid Waste Management regarding the recycling service scheduled for the last week of May. Service will be moved forward one day due to Memorial Day and three containers will be added to account for increased volumes.

A note from Jamie Coleman of Solid Waste Management thanking the Trustees for allowing them to host the Compost Workshop at Catawba’s facility. She noted the maintenance staff was very helpful and accommodating.

A letter from the Ottawa County Engineer’s Office regarding building erection issues and the use of overweight units to set structures.

A letter from the Ottawa Regional Planning Commission regarding the preliminary re-plat of Lot 27 and Reserve Area A in Catawba Place Subdivision, located in Section 3, Lot 13, of Catawba Island Township.

A letter from Ed Stevens expressing concern over several issues in his Surfside Drive neighborhood including a fence and a gate, the erection of a cement block wall, and intended erection of a 20’ Grotto and water slide.

The Trustees signed a letter in response to Ed Stevens’ concerns. The letter will be forwarded to Ed Stevens and the neighbors involved.

A letter from Bob and Pat Brown, Northwest Catawba Marina, regarding a boat fire at their marina over Memorial Day weekend. They expressed appreciation for the quick response by the Catawba Island Volunteer Fire Department, EMS, and police. A donation to the C.I.V.F.D. in the amount of $2,000 was enclosed with special thanks to Fire Chief John Gangway and the fire department for their dedication.

Letters from the Ottawa County Sanitary Engineering Department regarding non-compliance to install backflow assemblies at various township locations.

Dan Barlow confirmed the backflow assembly installations are now complete at all township locations and are in the process of being inspected.


Fire and Safety

Fire Chief John Gangway said Brad Busby passed his fire fighter training.

John Gangway said the bottom of the fire boat is in need of repair. He said Mirror Image can sandblast the bottom for approximately $300.

The Trustees agreed the fire boat should be repaired.


Maintenance

Maintenance Supervisor Dan Barlow presented quotes for 133 cubic yards of play ground mulch at Heigel Park including installation: David Williams and Associates $4,560; Barnes Nursery $5,852; and Schill Grounds Management $6,680.

Matt Montowski made a motion to contract with David Williams and Associates for play ground mulch and installation at Heigel Park for $4,560. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said Solid Waste Management in holding a mandatory meeting May 30 for organizations applying for grants. He asked if the Trustees would like to attend the meeting on behalf of the township and grant application for benches at Heigel Park.

The Trustees gave permission to Dan Barlow to attend the meeting on behalf of the township.


New Business

Laurie Weinberg, Hylant Administrative Services, gave a brief overview of the township’s property and liability insurance coverage renewal and answered questions. She said the Ohio Plan Package Policy premium, less the Advantage Credit, for June 15, 2013 through June 15, 2014 is $44,931.

The Trustees thanked both Dan Barlow and John Gangway for their continued efforts in the township noting the letters of appreciation received for both fire and maintenance departments speak volumes for our employees and volunteers.

Matt Montowski made a motion to waive the Community Hall rental fee of $60 for the Children’s Miracle Network fundraiser and refund their payment. There was no second to the motion.

A brief discussion took place. It was noted the organization did not request the fee be waived. Karen Shaw agreed to provide Trustees with information regarding recent Community Hall rentals to organizations for fundraising purposes.

Matt Montowski presented information regarding the next Ottawa County Township Association meeting being hosted July 25 by Catawba Island Township. He said he would like the township to host the meeting at Catawba Island Club serving a buffet style meal for $20 per person and he estimated 50 persons will attend. Matt Montowski said Jim Stouffer will provide the program highlighting the Lake Erie Improvement Association.

William Rofkar and Gary Mortus agreed to the arrangements noting the township is required to host the meeting once every four years.

Karen Shaw said an Auditor of State representative will be conducting the township audit for the period January 1, 2011 through December 31, 2012 during the month of June.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:10 p.m.
