Meeting Minutes

April 22, 2014

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, April 22, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Dan Barlow, Bob Rogers, Senator Randy Gardner, John Herold, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

Gary Mortus made a motion to approve the April 8 Board of Township Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $82,525.45. The total includes a payment of $29,990 to Finley Fire Equipment for the new Jaws of Life equipment. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A resolution from the American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

An invitation to the 2014 Peace Officers Memorial Day Ceremony to be held at 11 a.m. Thursday, May 15, at Wesley Lodge in Lakeside. The keynote speaker will be Magistrate Louis P. Wargo III, Ottawa County Municipal Court.

An email from Tiffanie Hayes, Volunteer Conservation Outreach Specialist with Black Swamp Bird Observatory in Oak Harbor. On behalf of the observatory, Tiffanie Hayes requested two dump truck loads of mulch so they can add temporary parking spaces for the thousands of people who will be visiting for The Biggest Week in American Birding Festival.

Trustees agreed to the donation and said township maintenance personnel will load the mulch.

A letter from the Ottawa County Engineer’s Office regarding the availability of a 2002 Etnyre Tar Distributor for sale as they have secured a new truck mounted tar distributor.

Fiscal

Fiscal Officer Karen Shaw said the township received the first half Real Estate Property Tax with a net distribution of $533,617.93.


Fire and Safety

Fire Chief John Gangway said he will schedule mounting of the new Jaws of Life equipment. He said they will be putting the old equipment up for bid on govdeals.com.

Police

Bob Rogers said interviews are completed for the full time police officer. He said the interview team included township police officers and William Rofkar. Bob Rogers recommended the township hire Mike Woods as a full time officer to replace Dave Downing who is retiring effective April 30. He said Mike Woods has eleven years experience and is currently employed by Genoa Police Department.

Matt Montowski and Gary Mortus said they would like to meet Mike Woods prior to approval.

The Trustees agreed to hold a special meeting Thursday, April 24, at 6 p.m. in the conference room.

Maintenance

Maintenance Supervisor Dan Barlow presented a list of recommended township roads to be stripped.

Gary Mortus made a motion to participate in the Ottawa County Engineer’s Road Striping Program for 2014 and stripe the roads as listed below. William Rofkar seconded the motion. All voted aye. Motion carried.

Sand Road from West Twp. Corp Line to County Road 30
Muggy Road beginning at State Route 53 (add Stop bar at State Route 53)
Cemetery Road between County Road 30 and State Route 53 (add Stop bar at both ends)
Schoolhouse Road between County Road 30 and State Route 53 (add Stop bar at both ends)
Moores Dock Road between County Road 30 and State Route 53
Wine Cellar Road between County Road 30 and State Route 53 (add Stop bar at both ends)
Twin Beach Road beginning at School House Road ending past the parking lot
Weyhe Road beginning at County Road 30 to the pole at private property
Sloan Road beginning at C. R. 30 to Intersection of Route 53 (add Stop bar at east end only)
Linda Drive beginning at County Road 30 (add Stop bar at County Road 30 only)
Beach Club from County Road 30 to club entrance
Crogan between State Route 53 and Porter (Center Line Only and add Stop bar at north end)

Dan Barlow presented a Township Request for Assistance (TRQ) from the Ottawa County Engineer’s Office for road paving the summer of 2015. The project description includes the plane down and relay of five township roads including Karwood Drive, Peachton, Hanne, Schoolhouse Road, and Cemetery Road.

Gary Mortus made a motion to submit the TRQ to the Ottawa County Engineer’s Office for the 2015 Road Paving Program. William Rofkar seconded the motion. All voted aye. Motion carried.


Dan Barlow presented quotes for mowers from Bill’s Implement, Timmons Equipment, and Industrial Equipment of Northern Ohio. He recommended continuation of the trade in program with Bill’s Implement because the upfront cost was paid several years ago and each year you have new equipment for the cost of an upgrade rather than the purchase price of new equipment as submitted by the other two vendors. Dan Barlow said they would also like to purchase a new Ferris Bagger and upgraded seat for the cemetery mower.

Gary Mortus made a motion to replace the Ferris 61” and 48” mowers through the trade in program with Bill’s Implement for $1,100 and $2,300 respectively and purchase a new Ferris Bagger for $2,400 and a new suspension seat for $600 with the total not to exceed $6,700. William Rofkar seconded the motion. All voted aye. Motion continued.

Dan Barlow presented quotes for the annual backflow assembly certification required for various township locations.

Trustees agreed Ohler and Holzhauer Inc. should perform the annual certifications for a total of $390 including the required permits.

Dan Barlow said notices were sent to residents on Elmwood and Cedar to notify them of upcoming road work.

Dan Barlow said they would like to purchase a hydraulic lift for the bed of the John Deere Gator.

Trustees agreed to the purchase of the hydraulic lift.

New Business

Senator Randy Gardner said he is spending the month meeting with numerous local government officials. He referred to this time as a district work period. Randy Gardner spoke briefly about Issue 1, the Lake Erie Improvement Association, local schools, and local government.

John Herold said he would like to plant a memorial tree in the cemetery in memory of his
in-laws. He said they would like to plant a flowering dogwood close to their graves.

The Trustees agreed to the memorial tree and said Dan Barlow will approve placement.

Gary Mortus said Barnes Nursery would like to meet with the Trustees to propose operating the township’s yard waste recycling facility. The Trustees agreed to hear a proposal.
Gary Mortus said he will coordinate the meeting.

Matt Montowski said a township resident asked if the Trustees would consider allowing a flea market type event to be held in the chapel parking lot. The Trustees agreed they were not in favor of a flea market being held in the chapel parking lot.

Matt Montowski said the Board of Zoning Appeals members asked if the Trustees would consider setting up individual township emails for each zoning member. The Trustees agreed they were not in favor of setting up individual township emails for zoning members at this time.

Gary Mortus made a motion to waive any hearing for the Catawba Island Club regarding permits with the Ohio Division of Liquor Control. William Rofkar seconded the motion.
All voted aye. Motion carried.

William Rofkar made a motion to approve a donation in the amount of $200 to American Legion Post #113 of Port Clinton for Memorial Day services per Ohio Revised Code 307.66. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:20 p.m.
