Meeting Minutes

January 26, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, January 26, at 7:30 p.m. in the conference room.

In attendance were Township Trustees: William Rofkar, Gary Mortus, and Matt Montowski,
Fiscal Officer Karen Shaw, Fire Chief John Gangway, and Maintenance Supervisor Dan Barlow.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the January 12 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $47,312.96. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A letter from Andy and Marlene Benko expressing their appreciation for the diligence and care given to the cemetery and thoughtfulness to its beautification. Also enclosed was a donation of $200 to enhance and beautify Catawba Island Cemetery.

A note of thanks from The Lake Family for the great job on the roads by township maintenance personnel when the snow and ice hits.

A note from Diane Belden thanking the Trustees for their continued support for the Wreaths Across America program. A special thank you was extended to Dan Barlow and his crew for their efforts in making the day special.

A letter from John Braun Park Board President Larry Schultz requesting their zoning permit fee be waived so the money can be used for projects at the park.

Notification from the Ottawa County Township Association regarding the quarterly meeting to be held Thursday, February 25, 2016 at the Allen Clay Joint Fire District Headquarters.

A letter from John Hilbert, Shumaker, Loop & Kendrick, LLP, requesting approval of a minor deviation to the approved planned unit development at Nor’Easter Club on behalf of his client Steck’s Buckeye Storage Unit, LLC. The minor deviation is for proposed transient docks at the Nor’Easter Club.
New Business

William Rofkar said regarding the request for a minor deviation to the PUD the Trustees are happy to listen to input regarding the issue but there will not be a decision made regarding the request this evening.

Rick Stechschulte asked the Trustees to make a decision on the minor deviation to the PUD now that the transient docks project and buoys marking the channel have been approved by the Corp of Engineers and the Ohio Department of Natural Resources Division of Watercraft.

The Trustees said they will not make a decision regarding the issue until they have had an opportunity to review the new information recently brought to their attention regarding approval of the proposed transient docks by the Corps of Engineers and ODNR Division of Watercraft. The Trustees stated they have made a public records request to the Corp of Engineers for documents related to the proposed transient docks.

Matt Montowski made a motion to table the minor deviation request by Steck’s Buckeye Storage Unit, LLC Doing Business as Nor’Easter Club until Tuesday, February 23, 2016 at 7:00 p.m. prior to the Trustees regular meeting.

There was no second to the motion.

Matt Montowski made a motion to table the minor deviation request by Steck’s Buckeye Storage Unit, LLC Doing Business as Nor’Easter Club until Wednesday, February 24, 2016 at 7:00 p.m. at the Community Hall. This will give time to revisit the request that was turned down May 12, 2015 and the needed time to notify adjoining property owners and place a legal public notice in the local newspaper. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to waive the permit fee for John Braun Park. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski said there will be training for zoning board members on March 9, 2016 at the township administration building at 5:00 p.m.

Matt Montowski said he attended the Ottawa County Hazardous Mitigation Plan meeting along with Dan Barlow and John Gangway on Thursday, January 21, 2016 at the Community Hall.

Dan Barlow presented a quote from A.T. Emmett, LLC for $705 to repair the parking lot lights.

Trustees agreed to the boat launch parking lot light repairs for $705 by A.T. Emmett, LLC.

William Rofkar agreed to serve as Chairman of the Volunteer Fire Fighter’s Dependents Fund Board for 2016.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:50 p.m.
